This is a market survey to locate qualified sources to operate the
VETS-100 Report System and to determine if there are any small
businesses capable of performing the required activities. It is
anticipated that the work will entail collecting the VETS-100 Report
from approximately 185,000 employer hiring sites, maintaining a data
base of Federal Contractors and sub-contractors, and providing VETS-100
information to the Office of Federal Contract Compliance Program
(OFCCP) and Federal Contracting Officers for the purpose of compliance
with 38 U.S.C. 4212 9(c) and to comply with other requirements of 38
U.S.C. 4212. Data collection must satisfy legal requirements, including
applicable OMB clearance processes, and serve to facilitate the
awareness of covered Federal contract recipient employers regarding
their obligations to consider hiring veterans, especially special
disabled veterans, Vietnam-era veterans and other targeted veterans. It
is also anticipated that the work would entail the provision of
telephone and e-mail technical assistance to Federal contractors and
sub-contractors relative to their VETS-100 reporting and affirmative
action responsibilities under 38 U.S.C., Chapter 42. The Standard
Industrial Code (SIC) and size standard for the proposed work are 8741
and $5 million respectively. Vendors interested in performing this
project must submit a Statement of Qualifications which identifies: (1)
The vendor's experience in the performance of data collection and
dissemination, (2) The vendor's experience generating reports based on
the data collected, (3) The vendor's experience performing data base
management, including oversight of storage and backup, (4) The vendor's
experience maintaining an Internet site and, (5) The vendor's
experience in assisting government and private sector entities on how
to submit reports electronically and how to interpret governmental
regulations. The statement of qualifications must be provided in
triplicate and transmitted under a cover letter. The cover letter
mustcite the number of the market survey (RFI TN 00-04), and it must
state whether the respondent is a large or small business. Based on the
aforementioned SIC code and size standard, respondents that are small
business concerns must also state whether they are small disadvantaged
business and/or small women-owned businesses. The closing date for the
receipt of responses is November 5, 1999. Send your response (original

reserves the right to compete any acquisition resulting from this
survey among small businesses or to make the award to an 8(a) firm,
