FISC Norfolk Detachment Philadelphia intends to competitively acquire services to support the Naval Supply Systems Command conducting a feasibility study on outsourcing of Navy Military Pay (MILPAY) pay production processing to the commercial sector. The contractor will review and analyze current Navy military pay production processes, engage commercial vendors to obtain industry data, and conduct a detailed Cost Benefit Analysis on the current and outsourced options. A cost plus fixed fee contract with a four-month period of performance is anticipated. The requirement will be solicited on the basis of full and open competition. All responsible sources may request a solicitation and submit a proposal for consideration by the Government.
