"Request for Information. The Office of the Assistant Secretary of the
Air Force for Acquisition (SAF/AQ) is considering potential approaches
to fulfill advisory and assistance services requirements. SAF/AQ
anticipates awarding a competitive engineering, program analysis, and
financial analysis contract (Secretary of the Air Force Technical and
Analytical Support, or SAFTAS). This is a request for information only.
This is not a Request for Proposals; we are only requesting industry
feedback on the applicability of commercial acquisition procedures to
SAFTAS . The Air Force will not pay for information received in
response to this Request for Information. While your responses may
affect the ultimate acquisition strategy, no proprietary or sensitive
information will be shared among offerors. SAF/AQ is seeking early
industry comment on pursuing SAFTAS as a commercial acquisition. If you
are an interested party, please answer the following questions. (1)
Should these advisory and assistance services be procured as a
commercial buy in accordance with FAR 12? Please comment on potential
benefits of commercial terms and conditions, and an organizational
conflict of interest statement (a draft is posted on the web site
below). (2) Can these advisory and assistance services be purchased via
a Firm Fixed Price contract? Please comment on customary commercial
contract types and methods to manage risk between the government and
the contractor. (3) What incentives would best motivate contractors to
a higher performance level? Please comment on a 5 year basic contract
with a potential 5 year award term incentive. (4) Please include any
additional information relevant to pursuing SAFTAS as a commercial
acquisition. Please provide your comments not later than 22 October
