Surface Warfare Center (NSWC), Coastal Systems Station, Panama City,
Florida is requesting proposals for full and open competition to
provide scientific, engineering and technical services along with the
necessary personnel for fire test evaluations; fire fighting system and
equipment stowage system design development, design modification, and
system performance review on various shipboard fire suppression systems
including HALON, Aqueous Film Forming Foam (AFFF), Carbon Dioxide
(CO2), portable fire pumping systems, personnel protection equipment
and systems including Firefighter's Breathing Apparatus; and research,
development, test, and evaluation (RDT&E) activities on behalf of a
variety of improvement programs being conducted by the Coastal Systems
Station. A major objective of this effort is to ensure that all tasks
are conducted in a timely and cost effective manner which results in
reduced cost by extending the life cycle of the affected systems.
Specific areas of required support shall consist of:  Preparing
fire threat assessments and evaluations.  Preparing fire test
plans and providing fire test support in the conduct of small,
intermediate, and large scale fire testing including data collection,
and providing on-site analysis and technical support in the preparation
of test results.  Preparing specifications and standards and
developing documentation to implement new technology for use by the
U.S. Navy.  Conducting research and development activities
relating to improved survivability, safety and fire/personnel
protection and corrosion control components, equipment and systems.
 Conducting field trials that validate the efficacy of the
developed hardware, systems and techniques.  Perform
evaluations on installed systems, equipment and components to ensure
operational integrity and training ships force in operations. 
Evaluating enhanced systems to ensure reduced cost and extended life
cycle performance thereby establishing a revised engineering baseline,
which will result in technologically improved systems. The period of
performance for the contract will be five years. Direct expression of
