INDEFINITE QUANTITY CONTRACTS TO SUPPORT HQ DESIGN & CONSTRUCTION SOL

contracts for Indefinite Quantity Architect-Engineer services.
Solicitation 671820-00-A-0006 is due Nov. 10, 1999, and the contact
point is Jennifer Beiro-Reveille. This solicitation focuses on A-E
services to support HQ Design & Construction national design standards
program, which includes AutoCAD based standard designs (600,000 SF),
design guidlines, details, and specification. Task may include:
preparation, evaluation, maintenance and updating of national design
standards including AutoCAD based standard designs on an annual basis;
beta-testing and trouble-shooting of electronic files across varoius
system configurations, platforms, and software versions; coordinating
with other consultants via INTERNET, cost estimating, energy analyses,
preparation of life cycle cost benefit studies and alternatives of
building materials and systems; post occupancy evaluation (including
conducting focus groups); technical support to field offices and
contract A-Es who will use these standards; training, to include
seminars and professionally developed training aids; preparation of
publications (mauuals, guides, brochures, ect.) for internal and
external use; graphic design services; and other misc. services
necessary for program support. Tasks will also include supporting the
sustainable design and construction program within design standards,
developing new specification sections and revising current criteria and
specifications as well as providing support on various green test
projects and analyzing completed green projects for performance
evaluation for incorporating successful green technologies into the
building design standards program. Contracts will be awarded for two
years; individual work orders will be issued. Each work order will be
treated as an individual project. Work orders for any one project
cannot exceed $250,000. Minimum work to be ordered under this contract
is $5,000. The contract may be renewed for three one-year periods
provided the total contract amount does not exceed $5,000,000. Firms
qualified to perform services described above are invited to submit a
completed SF 255, Architect-Engineer and Related Services Questionnaire
for specific Projects and a completed SF 254 for each of its proposed
consultants to the office shown above, postmarked not later than Nov.
10, 1999. Evaluation will be conducted using both SF 254 and SF 255.
Interested firms with more than one office must indicate on their SF
255 the staffing composition of the office in which the work will be
performed. The contract contains the requirement for firms to provide
evidence of current errors and omissions insurance of $200,000 per
claim (exclusive of legal fees). Proficiency in various releases of
AutoCAd, Adobe Acrobat, Microsoft Word, Excel, PowerPoint and Project,
public domain hour by hour energy simulation software; and public
domain life cycle costs software is required. Preference will be given
to firms in the following order: 1) Washington, DC metro area, 2)
States of Maryland, Virginia and the District of Columbia, 3) Other
states. A/E firms will be considered local only if their sole office is
in the local geographical area or they have a local branch office and
tasks will be performed in that office. There is no preference for
geographical location of consultants. Participation of minority-owned
and women-owned business in U.S. Postal Service architect-engineer
selection is encouraged. It is prohibited to pay any fee, commission,
percentage, or brokerage fee to any person or firm contingent upon or
resulting from award of a contract for this project. No other general
notification for this project will be made. Submissions will not be
