This is a combined synopsis/solicitation for a commercial item prepared
in accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Any amendments to this
solicitation will be placed only in the CBD. (ii) Solicitation
00CRSS0002 is being issued as a Request for Proposal. (iii) The
solicitation document applies and incorporates provisions and clauses
in effect through Federal Acquisition Circular 97-12. (iv) This
procurement is a total small business set-aside. The SIC Code is 4899
and the Size Standard is $11.0 million. This is a requirements type
contract. Orders under this contract will be placed by issuance of
delivery orders. Required use of this contract is U.S. Geological
Survey, Biological Resources Division, Northern Prairie Wildlife
Research Center, Jamestown, ND. (v) The following is a list of contract
lineitem numbers (CLIN), quantities and units: CLIN 01 -- Base Period
-- Twelve (12) months, Platform Transmitting Terminal Satellite-Tracked
Transmitters -- Estimated Quantity 48 each; CLIN 02 -- First Option
Year -- Twelve (12) months, Platform Transmitting Terminal
Satellite-Tracked Transmitters -- Estimated Quantity 60 each; CLIN 03
-- Second Option Year -- Twelve (12) months, Platform Transmitting
Terminal Satellite-Tracked Transmitters -- Estimated Quantity 60 each;
CLIN 04 -- Third Option Year -- Twelve (12) months, Platform
Transmitting Terminal Satellite-Tracked Transmitters -- Estimated
Quantity 30 each; CLIN 05 -- Fourth Option Year -- Twelve (12) months,
Platform Transmitting Terminal Satellite-Tracked Transmitters --
Estimated Quantity 30 each. Offerors shall offer a fixed price for each
year based on the estimated quantity. (vi) Required minimum
specifications are as follows: Platform transmitter terminal (PTT);
total weight < 43 grams; 1440 hours of continuous life; sensors to
include temperature, voltage, activity, duty cycle season, (optional
atmospheric pressure); hermetically sealed housing, custom made to
attach to leg bands; dimensions <75mm length x <23mm width x
<17mm height; heavy duty, flexible whip antenna composed of stranded
stainless steel, coated wire; programmable for >5 duty cycles;
temperature operating range -15 degrees to 45 degrees C;
satellite-tracked transmitters shall be compatible with the ARGOS
system; antenna exits in same plane as PTT body; programmable VHF
transmitter, capable of 2.5 km ground to ground reception and 110 total
days of transmission from a separate power source incorporated into the
PTT (if technology available). (vii) All items shall be delivered FOB
destination, to the U.S. Geological Survey, Biological Resources
Division, Northern Prairie Wildlife Research Center, 8711 37th Street
SE, Jamestown, ND 58401, within sixty (60) days from the date the
delivery order is issued. Inspection and acceptanceshall be performed
within twenty (21) days from receipt of the transmitters at the USGS in
Jamestown, ND. (viii) The following FAR provisions apply to this
solicitation, 52.212-1, Evaluation-Instructions to Offerors-Commercial
Items and 52.212-2, Evaluation-Commercial Items. (Offerors MUST submit
the following and other information required under this clause to be
considered for award. Product literature or written technical proposal
addressing each of the specifications cited above. Past Performance
information on similar contracts for the manufacture of bird
transmitters including Government contracts currently performed or
completed by offeror's business within the past two years. Data should
include: name and address of customer company or Government agency;
contract number and period of performance; brief description or title
of contract; approximate dollar value of contract; and name and phone
number of both the Contracting Officer and the technical or Contracting
Officer's Representative) Past performance information provided by
references, from Government records, or from other sources may be used
in this evaluation. Evaluation criteria to be included in paragraph
(a) of provision 52.212-2 are as follows: The Contracting Officer will
screen proposals to identify and eliminate any proposals that are so
incomplete as to preclude a meaningful evaluation of technical and past
performance issues. The remaining proposals will be evaluated based
upon the following non-price or cost related factors. Evaluation
factors are listed in declining order of importance, unless otherwise
indicated. Factor 1 is 2x as important as factor 2. Factors 3, 4, 5,
and 6 are of equal value. Offerors shall be required to meet the
minimum specifications specified herein. Evaluation will be based on
exceeding the specifications as follows: 1. Longevity of battery --
evaluation based on longer life than specified; 2. Transmitter weight
and transmitter housing dimensions -- evaluation based on lower weight
and smaller dimensions;3. Number of programmable duty cycles --
evaluation based on exceeding the specifications for number of
programmable cycles; 4. Transmitter -- evaluation based on providing a
smaller transmitter; 5. Programmable VHF transmitter -- ability to
provide a programmable UHF transmitter; 6. Past performance --
evaluation based on manufacturing bird transmitters. Price/Cost
Evaluation -- In determining which proposal offers the greatest value
or advantage to the Government, overall technical merit will be
considered more important than price or cost. The degree of importance
of price or cost as an evaluation factor will increase with the degree
of equality in the technical merits of the proposals. Between
acceptable proposals with a significant difference in technical rating,
a determination will be made as to whether the additional technical
merit or benefits reflected by a higher priced proposal warrants
payment of the additional price or cost. Options -- The government will
evaluate offers for award purposes by adding the total price for all
options to the total price for the basic requirement. The Government
may determine that an offer is unacceptable if the option prices are
significantly unbalanced. Evaluation of options shall not obligate the
Government to exercise the option(s). A single contract award will
result from this solicitation. All offerors are to include with their
offer a completed copy of provision 52.212-3, Offeror Representations
and Certifications and the following local clause: (a) The Offeror
represents that, if it is subject to the reporting requirements of 38
U.S.C. 4212(d) (i.e. the VETS-100 report required by the Federal
Acquisition Regulation clause 52.222-37, Employment Reports on disabled
Veterans and Veterans of the Vietnam Era), it has[ ], has not[ ]
submitted the most recent report required by 38 U.S.C. 4212(d), (b) An
Offeror who checks "has not" may not be awarded a contract until the
required reports are filed (31 U.S.C. 1354). (Copies of FAR 52.212-2

following FAR clauses apply to this acquisition: 52.212-4, Contract
Terms and Conditions-Commercial Items; (x) The following additional FAR

applicable to this acquisition: 52.203-6, Restrictions on Subcontractor

Requirements; 52.217-9 Option to Extend the Term of the Contract,
insert: (a) The Government may extend the term of this contract by
written notice to the Contractor prior to the expiration date of the
contract, (b) Total duration of this contract, including the exercise
of any options under this clause, shall not exceed 5 years; Funds are
not presently available for performance under this contract. All funds
shall be obligated by issuance of individual delivery orders citing
applicable fiscal year and accounting data when issued. Funds are not
available for option items therefore, FAR clause 52.232-19 Availability
of Funds for the Next Fiscal Year Clause is applicable to CLIN's 02
through 05; 52.232-33 Mandatory Information for Electronic Funds
Transfer Payment; (xii) All offers shall be sent to the U.S. Geological
