the National Academy of Public Administration Foundation, Washington,
DC. Contractor shall provide services to conduct a study assessing the
continued need for the Fisherman's Contingency Fund Program. This
funding program is used to compensate U. S. commercial fishermen for
property and economic loss associated with fishing gear or vessel
damage and or loss caused by obstructions and activities related to
Outer Continental Shelf oil and gas exploration, development and
production. This study will enable the office of Sustainable
Development to evaluate whether or not the program should be continued
and the basis for that assessment. This is a notice of intent and
cannot be considered a solicitation. Therefore no solicitation
documents exist. Award will be made using Simplified Acquisition.
