Atmospheric Administration (NOAA) Aeronomy Laboratory (AL), has a
requirement to award on a sole source basis to the University of
California, Los Angeles to perform the following task. Perform analysis
of absorption spectra acquired by two research grade differential
absorption spectroscopy (DOAS) instruments during the 1999 Southern
Oxidants Study field campaign in Nashville, Tennessee. Data were
collected by Dr. Jochen Stutz and co-workers of UCLA over a one-month
period at two sites during the field campaign. Utilize the resulting
concentration data to determine the role of nitrous acid and the
nitrate radical in atmospheric oxidation processes under both daytime
and nighttime conditions. The result will be reported in a
peer-reviewed scientific journal within two years of this award. Dr.
Stutz and his colleagues at UCLA have unique capabilities that make
them the ideal candidates to perform this task. Since the UCLA group
made the measurements they are intimately familiar with the data and
the manner in which it was collected and therefore in the best position
to perform the analysis. Dr. Stutz has made similar measurements at
various locations around the world and has an extensive record of
peer-reviewed publication in this area of research. There is no bid
package available. This announcement/solicitation is being issued under
the Simplified Acquisition Procedures, FAR Part 13 (NTE $100,000.00).
The award decision will be based upon the best value to the Government,
with technical merit and past performance being significantly more
