-- This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation. Proposals are being
requested and a written solicitation will not be issued. The combined
Synopsis/Reference number is AMSTAT-RE-0-0100. The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 90-46, dated 17 Mar 97. The
associated standard industrial classification code is 7379, with a size
standard of $18.0 million. The requirement is for a World Wide Web
subscription service with the following complete specifications and
standards services and organizations: A) American Society of Testing
and Materials (ASTM); B) Institute of Electrical and Electronics
Engineers (IEEE); C) American National Standards Institutes (ANSI); D)
Society of Automotive Engineers (SAE); E) AmericanWelding Society
(AWS); F) International Standards Organization (ISO); G) DOD
Standardization Service (includes full images to active military
specifications and standards); H) DOD Adopted Industry Standards; I)
Historical Military Specifications and Standards Service; K) NATO
documents. The text of these documents that are provided by the
contractor shall reside at a site maintained by the contractor and
accessed through a Web Browser, including Netscape and Internet
Explorer. The images shall be in a format viewable through a Web
Browser such as Netscape or Internet Explorer and printable at no less
then 300dpi. Supported formats should include PDF, TIFF, and Full
Text. The contractor shall provide imaging features that include the
ability to zoom any portion of the image. The imaging feature shall
have a turn function to allow an image to be rotated 90 degrees, as
well as split-screen capability so that two full pages can be viewed
side by side. The contractor shall provide printing features that
include the ability to print a single page, a range of pages, the
entire document, or a zoomed image, to paper or disk. Through Netscape
or Internet Explorer, the contractor shall provide the ability for
Full Text searches of Full Text DoD documents. Searching shall include
paragraph level access, keyword, document number, FSC, Document Type,
Preparing Organization, and Federal Supply Class. Results of Search
should provide the following information: Document Summary, hyperlinks
to applicable documents, complete document history and links to those
documents, document outline, Preparing Organization information, and
hyperlink to actual document, with choice of document format to be
viewed in. Contractor shall have the ability to fax documents in a
timely manner, on an as need basis. Two (2) option years will be
included. Services are for TACOM/AMSTA-TR-E/EDI, Warren, MI, and the
performance period will begin 10/01/99. FOB Destination will apply.
Provision at FAR 52.212-1, Instructions to Offerors -- Commercial,
applies to this acquisition. The following factors shall be used to
evaluate offers: i) technical capability of the service offered to meet
the Government requirement and ii) price. Offerors are advised to
include a complete copy of the Provision 52.212-3, Offeror
Representations and Certifications -- Commercial Items. The clause at
FAR 52.212-4, Contract Terms and Conditions -- Commercial Items,
applies to this acquisition. The clause at FAR 52.212-5, Contract Terms
and Conditions Required to Implement Statutes or Executive Orders --
Commercial Items, applies to this acquisition. This acquisition is
rated D04. The US Army Tank Automotive and Armaments Command intends to
negotiate solely with Information Handling Services, Englewood, CO. See
numbered Note 22. Offers are due no later than 12:00 noon, 20 Sep 99.
