The Prince William Sound Oil Spill Recovery Institute (OSRI) announces a competition for OSRI Webmaster. Proposals are now being accepted for the position of OSRI webmaster. The webmaster is responsible for maintenance and, at least, bi-monthly updates to the OSRI web site at www.pwssc.gen.ak.us/osri. Public education and outreach are essential components in the success and integration of the Oil Spill Recovery Institute's (OSRI's) applied technology and predictive ecology programs. This web site provides for the dissemination of oil spill related research and development information and grant programs of the OSRI. It also serves as a communication tool for the OSRI Advisory Board. It is OSRI's intent to make available data and information from the technology, predictive ecology and community education programs on a continuing basis via the Internet. The webmaster will be responsible for: (1) posting updates to the OSRI website, at least, twice per month. (2) posting all applicable documents and announcements on the OSRI internal page; the internal page provides a communication link for Advisory Board members to share draft documents. (3) establishing links to other web pages of oil spill and/or research related organizations. (4) periodically reviewing the OSRI web page; recommending and implementing improvements for accessibility and graphics. The updates and documents will be provided to the Webmaster by OSRI staff in various formats, generally in HTML or a word processing format. A contract will be awarded for this work for one year with an option to renew. The contract award will not exceed $15,000. Award of the contract is anticipated by December 13, 1999. Application Process Interested applicants must submit an OSRI small grant proposal (Schedule B for grants under $25,000). This application may be obtained as a downloadable file from http://www.pwssc.gen.ak.us/osri/forms/forms1.fr.html. In the project description, please cite your previous experience in maintaining and setting up web pages. Also describe how you propose to work with the OSRI staff in maintaining and updating the OSRI web page. The curriculum vitae (or resume) must include the applicant=s educational background and work experience. (NOTE: A list of publications by the applicant is not required). Applicants are asked to submit the names of three references. The original and three copies of the proposal, including the copy bearing the signed cover page, should be mailed to: Nancy Bird Prince William Sound Oil Spill Recovery Institute P.O. Box 705 Cordova, AK 99574 Proposals must be submitted in hard copy form. Proposals will not be accepted by FAX or electronically and must be postmarked by the due date, November 8, 1999. Proposal Evaluation Proposals will be evaluated by the OSRI director, OSRI technology coordinator, and individual peer reviewers with expertise in web page maintenance. The evaluation criteria will include applicant's experience, recommendations by references and knowledge of Alaska oil pollution research issues. Awards Proposals, due by November 8, 1999, will be evaluated by the method described above, and the awards will be made by December 13, 1999. Awards made as a result of this competition will be administered in accordance with the terms and conditions of the OSRI Grant Policy Manual. Additional Information The OSRI provides awards for research in the sciences, engineering and technology as well as educational programs. The awardee is wholly responsible for the conduct of such programs, research and preparation of the results for publication. The OSRI, therefore, does not assume responsibility for the research findings, their interpretation or implementation of programs. The OSRI welcomes proposals from all qualified scientists, engineers and educators and strongly encourages women, minorities, and persons with disabilities to compete fully in any of the research related programs described here.
