Hurlburt Field intends to award a sole-source (sole manufacturer) contract for three (3) each Balloon Theodolites with Data Recorder (time interval settable, printer and memory card) and Reader/Writer Memory Card, Part Number KDT-3, Manufactured by Scientific Sales, Inc., under the authority of FAR 6.302-1 and 10 U.S.C. 2304(c)(1). This requirement is unrestricted, the SIC is 5049, size standard is 500 employees. The government requires purchase of three light-weight theodolites with attachments to support upper air observation operations. These theodolites must function as one-man portable systems for upper air observations with no requirement for calibration. Theodolites must provide precise readings, to include calculations of wind direction and speed at specified elevations using elevation and azimuth angles. System must have the capability to print calculations instantaneously after each reading and store data in a database to be downloaded to a personal computer at a later time for formatting andinput into the weather data network. Interested firms may identify their interest and capability to respond to the requirement. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the government. This notice of intent is not a request for competitive proposals; however, all responsible sources may submit an offer, which will be considered. Award will not be made on the basis of responses to this synopsis. Firms responding to this synopsis should reference the solicitation number and indicate their business size as defined by FAR 52.219.
