This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation F41608-99-R-46040 is issued as a Request for Quotation. The property described herein is eligible for exchange IAW 41 CFR 101-46 and complies with all conditions and limitations of DoD R 4140.1, Chapter 6. This is initiated to obtain a one-time exchange of personal property IAW 40 U.S.C. 481(c). There are no funds involved in this property exchange transaction. OFFERING PROPERTY FOR EXCHANGE (DEC 1991) (a) The property described in the "Offered Property" section is being offered in accordance with the exchange provisions of Section 201(c) of the Federal Property and Administrative Services Act of 1949, 63 Stat. 384 (40 U.S.C. 481(c)). (b) The property is located at Kelly AFB, San Antonio, Texas. Offerors may inspect the property during the period of 8 October 1999 through 29 Oct 1999, 0900-1500 hours. Required Property: The compressor vanes shall be Aluminum Ion Vapor Deposition (IVD) coated not Nickel Cadmium (NICAD) plated in accordance with AMS 2427 and McDonnell Douglas Process Specification (PS) 13143 and Technical Order (TO) 2J-T56-53 Work Pack (WP) 012 Paragraph 250 as supplemented by Operational Supplements 2J-T56-53S-97 and 110. Parts will be re-identified from NICAD to the Ivadized NSN and Part Numbers. The turbine vanes shall be repaired in accordance with Technical Order (TO) 2J-T56-53, Depot Maintenance, basic date of tech order is 1 June 1998, change 1, dated 1 April 1999. Sources: To be eligible for contract award, offerors must be approved sources. The Government is not required to delay contract award to review pending SAR. Therefore, offerors are encouraged to submit SARS as soon as possible. If the Government has not completed review of a SAR when the contract is awarded, the SAR will be retained and the source will be reviewed for possible source approval for future awards. The following factors shall be used to evaluate offers: Offeror providing the best exchange rate to the Government for CLINs 001 through 017 in exchange (trade-in allowance) for the total lot of items described in the Offered Property section shall be determined the successful offeror. Best exchange rate will be determined by the highest quantity of remanufactured compressor vanes and turbine vanes multiplied by the stock list of said vanes. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with your offer.
