6.302-1, the U.S. Environmental Protection Agency intends to seek a
quotation on a Sole Source basis from Scientific Technology for one
Model LOA-104-ARM System and one Outdoor Monitoring System. The system
will be used to measure the path-averaged air velocity in the cell
building roof ventilator and at the fence line of a chlor-alkali plant
for the determination of mercury emissions. EPA requires a long-path
optical scintillometer for the determination pat averaged air velocity.
The instrument shall be capable of conducting measurements at ambient
conditions as well as in industrial settings where high electric fields
exist. The performance specifications are as follows: (1) Nominal path
length 0.1 to 1 km (2) Nominal dynamic range of air velocity: 0.1 to
40 m/s (3) Maximum operating temperature: 60 degrees C (4) Certified by
EPA as a Method 14 (40 CFR, Part 60, Appendix A) equivalent method.
Contractor will install and demonstrate that the instrument performs
according to specifications. The contractor shall provide on-site
training on the set-up, operation, calibration, and maintenance of
instrument. A Manufacturer's operating manual is required. This
procurement will be accomplished under FAR Part 13, Simplified
Acquisition Procedures. Interested firms may identify their interest
and capability to respond to the requirements or submit quotations.
This notice of intent is not a request for competitive quotations. To
receive a Request for Quotation (RFQ) package, send your request to the
e-mail address shown below no later than 10/22/99. Please include a
complete mailing address and fax number in your e-mail message. NO
TELEPHONE REQUEST OR FAX REQUEST WILL BE HONORED. All quotations
received by the response due date stated in the RFQ will be considered
by the Government. A determination by the Government not to compete
this acquisition based upon responses to this notice is solely within
the discretion of the Government. Information received will normally be
considered solely for the purpose of determining whether to conduct a
