The Contractor shall define the source. concentrations and extents of the petroleum contamination discovered during the non-regulated tank tightness testing project at unit 818/819 in the Lake Louise Housing Area at USCG ISC Kodiak, Alaska. The services shall consist of providing on-site personnel in order to provide recommendations to and coordinate work with the ISC POC for corrective action and release investigation (i.e. field-screening, sampling and reporting activities. The on-site personnel shall be capable of providing the required field-screening and sampling in accordance with ADEC guidance and regulations. The Contractor provided personnel shall be on ADEC's list of "Qualified Persons" and shall have prior experience in performing Site Assessments pursuant with 18 AAC 78.090, Site Assessments. The Contractor shall provide services to adequately assess and characterize the vertical and horizontal extents of the release and provide recommendations for appropriate corrective action in the finalRelease Investigation Report. Estimated price is between $25,000 and $100,000. Issue date is on or about 20 October 1999. The proposed contract is an emerging small business set-aside.
