Federal Highway Administration (FHWA) intends to award a sole source
contract to the Institute of Transporation Engineers (ITE). The
contractor will help to create, conduct, and maintain professional
development and education programs for traffic engineers, and to
create, disseminate, and maintain informational studies, guidelines,
tools and other technical and programmatic products that advance the
transporation professional and industry. The contractor must be able to
provide direct access to a wide audience of transportation
professionals for both information input to all aspects of work
performed, as well as dissemination to the broadest possible community
of transportation professionals. Subject matters could include traffic
control, integrated transportation management systems, transportation
standards, applications of advanced technologies, government policy,
and any other type of subjects dedicated to advancing the management
and operation of the surface transportation system; and deliverables
could include technical studies, case studies, policy papers, seminars,
tours, teaching programs, comprehensive curriculums, and technical
materials that may or may not lead to legally recognized certification
of professionals. INTERESTED PARTIES HAVING THE ABILITY TO FURNISH THE
SERVICES DESCRIBED ABOVE SHOULD -- -NO LATER THAN NOVEMBER 9, 1999 --
-SUBMIT, TO THE FHWA POINT OF CONTACT, A LETTER OF INTEREST, ALONG WITH
A CLEAR STATEMENT OF THEIR QUALIFICATIONS AND THE QUALIFICATIONS OF
THEIR PERSONNEL. This notice AMENDS an earlier notice (which was also
transmitted to the Commerce Business Daily on October 6, 1999, under
the same RFP number: DTFH61-00-R-00003). That EARLIER notice did not
include the sentence set forth above, asking interested parties to
