combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. (ii)This solicitation is
issued as a Request for Quotation, number 11202-001. (iii)The
solicitation document and incorporated provisions and clauses are those
in effect through FAC 97-13. (iv)The standard industrial code is 8069
and the small business size standard is $5.0 million. This is a 100%
total small business set-aside. (v)Conduct substance abuse treatment
groups for inmates enrolled in the residential drug program at the
Federal Correctional Institution. 260 sessions per year. (vi)A session
consists of a two hour period of service. The contractor shall provide
services on a weekly basis, approximately 6 hours per week to be split
between morning and afternoon groups. The contractor shall conduct
substance abuse treatment groups for inmates focusing on this unique
population to include: integration of criminal thinking, phases of
recovery theory and twelve step recovery methodology. Treatment shall
be related to both addiction to chemical substances and criminal
thought. The contractor shall provide two substance abuse groups with
up to 24 inmates each. The groups will consist of inmates currently
enrolled in the program, graduates of the program and inmates waiting
to enter the program. The contractor may be required to make
presentations to all the inmates associated with the program for
special assemblies. The contractor shall assist in the development and
oversight of the groups by meeting with the psychology staff on a
regular basis. The contractor shall have a masters degree in a mental
health discipline, with graduate level course work in substance abuse.
The contractor must have experience in conducting individual and group
therapy and counseling. Experience in correctional settings and a
working knowledge of the courts and community correctional systems. The
contractor shall clear a NCIC background check and shall attend a
institution orientation class prior to assuming his/her duties.
Reimbursement is authorized for the class at the contract rate prorated
hourly. The contractor shall be in contact with convicted felons while
providing services in the facility. The contractor shall report any
infractions of the rules & regulations by an inmate to institution
staff immediately. (vii) Dates & times of service will be determined
