202-220-5647 DESC: The D.C. Pretrial Services Agency (PSA)has a
requirement for a continuum of treatment services for chronic substance
abusers, who have been mandated by the Courts to receive comprehensive
substance abuse treatment either as part of their sentence or as a
condition of their release. The Government anticipates a treatment
approach that will provide two levels of chemical dependency treatment:
Short-term Residential shall extend from 29 to 120 patient days, and
Long-term Residential shall extend from 121 to 180 patient days. The
Contractor may propose to provide one or two, or all levels of care.
The Contractor shall provide a medically-monitored (supervised) program
with daily living support in addition to indivdual counseling, group
and/or family counseling, educational and vocational advocacy,
independent life skills, continuum of medical care and other essential
services as clinically indicated. Inpatient/Residential treatment is
intended to increase the functioning levels of defendants/clients and
prepare them to enter outpatient care or other transitional services.
The Contractor shall perform an in-depth diagnostic assessment of each
client that will include an evaluation of the client's vocational
history, family relationships, educational background, socioeconomic
status, current medical status and history of previous treatment
episodes for purposes of establishing a treatment plan. Treatment
services shall be provided after a comprehensive assessment which
should include the use of the Addiction Severity Index and other
biopsychosocial instruments. A discharge plan outlining significant
issues that could impact on sobriety and recommended interventions for
continuing care will be required for every client. Treatment beds
shall be available twenty-four (24) hours per day, seven (7) days per
week, including holidays. The facility shall meet all
local/state/federal requirements for zoning as well as fire prevention
and overall safety. The facility shall be located within commuting
distance (within a 50 mile radius) of Washington, D.C. The Contractor
shall provide nutritionally balanced meals three (3) times a day, and
an evening snack, seven (7) days a week. The Contractor shall ensure
that vacant rooms are kept in a state of readiness at all times to
accept clients upon referral by the PSA. The Contractor shall have a
resident manager on duty at the facility six (6) days per week and will
be on call six (6) evenings per week from 10:00 P.M. to 7:00 A.M.
Sufficient staff will be on hand to provide back-up services when the
resident manager is off duty. The term of this contract will be
approximately one year with two one-year options. The type of contract
will be Firm Fixed Price. To receive a copy of the RFP, submit a
