intends to negotiate an Indefinite Delivery/Requirements type contract
with firm fixed price unit prices for an estimated quantity of
thirty-six (36) High Pressure Air Compressors (HPAC)/Dehydrators to be
installed onboard Naval Aircraft Carriers, as required by the
Supervisor of Shipbuilding and Conversion, Newport News, VA. The HPACs
shall have a capacity of 80scfm, with and operating discharge of
4200psig. Navy standard conditions for capacity measurements of 68
degrees Fahrenheit, 14.7 psia, and 36% relative humidity apply.
Offeror's must submit written approval and proof of completion of the
NAVSEA test procedure for Reliability to be found technically
acceptable. The resulting contract will be from the date of award to 30
September 2000 with two one-year options. All responsible sources must
submit technical proposals, past performance and pricing data to the
Fleet & Industrial Supply Center by 4:00 p.m. on the date the offer is
due. Offerors shall describe their past performance on similar
contracts held within the past three (3) years, which are of similar
scope, magnitude, and complexity to that required by this solicitation,
or affirmatively state that they possess no relevant, directly related,
or similar past performance. Offerors who have held similar contracts
shall provide a detailed explanation demonstrating the relevance of the
contract to the requirements of this RFP and shall provide the
following information: Contract Number(s); name and telephone number of
Contracting Officer's Representative (COR), or point of contact at the
activity for which the contract was performed; Dollar value of the
contract; Detailed description of the work performed; Number of
subcontractors used, if any, and a description of the extent of work
performed by them. The Government shall assess the risks associated
with the offeror's past performance and consider the number, type and
severity of any quality, delivery or cost problems in performing the
contract, the corrective action taken, andeffectiveness of the
corrective action. The anticipated release date of the solicitation is
12OCT99. Potential Offerors are hereby notified that the solicitation
and subsequent amendments to the solicitation will ONLY be available

List, potential offerers must submit written requests to the above

address, phone number and email address (if available). Requesting to
be included on the Bidder's List WILL NOT entitle the offeror to a hard
copy solicitation. By submitting a proposal, the vendor will be
self-certifying that neither the requestor nor the principal corporate
officials and owners are currently suspended, debarred, or otherwise
ineligible to receive contracts from any Federal Agency. Failure to so
