The United States Marshals Service (USMS) requires the preparation and
validation of a full examination battery for use in screening and
selecting candidates for appointment to entry-level grades in Criminal
Investigator positions. The examination battery will be based on a
detailed job analysis which the contractor will provide. The Service
also requires administration of the written Test to applicants. The
examination battery will consist of a written Test and a Structured
Interview. The contractor must conduct a concurrent criterion related
validity study completed in accordance with the provisions of the
Uniform Guidelines on Employee Selection, the Standards for Educational
and Psychological Testing and the Principles for the Validation and Use
of Personnel Selection Procedures. The contractor must provide a
content related validity study on the Structured Interview. The USMS
will evaluate two options: 1. USMS ownership of the written
examination; 2. Contractor provided examination adapted for use by the
USMS via licensing agreement. The Service also requires the
administration of the Test, including: notice to the public; develop
advertising and test related materials; advertise test opportunity and
mail applications to interested respondents; accept and screen
applications for minimum eligibility in accordance with established
Qualifications Standards; secure test sites; administer test and
collect Race National Origin & Gender data from candidates; score the
Test; provide candidate with Notice of Test Results; provide USMS with
Test results in machine readable format; maintain a ranked list of
eligibles in accordance with federal regulations including veterans
Preference; conduct quarterly test for active duty separating military
personnel, compensable Veterans, etc.; adjudicate candidate appeals
related to the written Test. It is anticipated that an indefinite
delivery/indefinite quantity type of contract will be executed for a
base year plus four, one year options. The anticipated delivery date
for the requirements stated above is November, 2000. All requests for
