Air Armament Center (AAC), Eglin AFB FL, intends to solicit,
negotiate, and award a firm fixed price contract for a Camera, Infrared
(IR) with Focal Plane Array. This is a combined synopis/solictation for
commercial items prepared in accordance with the format in FAR Subpart
12.6 as supplemented with additional information included in this
notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; a proposal
is being requested, and a WRITTEN SOLICITATION WILL NOT BE ISSUED.
Solicitation Number F08651-00-Q0129 is issued as a Request for
Quotation (RFQ). The provisions and clauses in the RFQ are those in
effect through FAC 97-5. This procurement is being conducted under the
Test Program for Commercial Items FAR Part 13.5. This is an
unrestricted requirement. The Standard Industrial Classification (SIC)
code is 3861 and the small business size standard for this procurement
is 500 employees. Line item 0001, an Infrared (IR) Focal Plane Array
(FPA) Camera operating in the 3-5 micron range. The FPA camera should
have a display of 256x256 pixels minimum or equivalent 3:4 vertical to
horizontal ratio (340x256). The detector shall be cooled using a
Sterling Closed Cycle cooler. Camera must output Video in NTSC RS-170
format, optional digital video output is desired. Field interchangeable
lenses (Bayonet style preferred) required to provide a Field of View
(FOV) of approximately 3 degrees (diagonal) for a narrow FOV and
approximately 7 degress (diaganol) for a wide FOV. Zoom lens optional.
Camera detector and lens shall have anti-reflective coatings and
matched F numbers to prevent blooming or secondary images. Camera
adjustments from local or remote (100' distance) source (stand alone,
not a PC) shall be provided. Adjustments to include at minimum, manual
and automatic gain, level, brightness, contrast, integration time and
calibration adjustments. The camera shall operate on 110VAC and weigh
not more than 15 pounds with lenses attached. Contractor should be
prepared to provide a Demo Camera for evaluation. Please identify

Required delivery at Eglin AFB is 30 days after contract award. F.O.B.
Destination. The following provisions and clauses shall apply: FAR
52.232-18 Availability of Funds. The funds are not presently available
for this contract. The government's obligation under this contract is
contigent upont the availability of appropriated funds from which
payment for contract purposes can be made. No legal liability on the
part of the government for any payment may arise until funds are made
available to the contracting officer for this contract and until the
contractor receives notice of such availability, to be confirmed in
writing by the contracting officer. Provision FAR 52.252-1 Solicitation
Provisions Incorporated by Reference. This solicitation incorporates
one or more solicitation provisions by reference, with the same force
and effect as if they were given in full text. Upon request, the
Contracting Officer will make their full text available. (End of
