Department of Commerce, National Weather Service (NWS), Operational
Support Facility, System Support Branch, Logistic Section, and the
Engineering Branch require technical data supplied by a subscription
service for technical research of military specification and standards,
parts research, and national electric code, etc. This service is needed
in the preparation of engineering changes and procurement of
modification kits. The service is to include a comprehensive index that
allows various types of searching and management report, with the
ability to identify specific documents then view the actual document
pages. The documents must include scanned images of the actual document
to ensure information integrity. The service is to be provided to this
activity via the World Wide Web, CD ROM will be accepted for ANSI
only. The service must be able to access from one internet URL. Core
Services required (includes indexing and actual document images): 1)
Historical Department of Defense (DOD) Standardization, 2) Department
of (DOD) Directives, 3)Department of Defense (DOD) Standardization
Weekly Updates, 4) The American Society = of Testing Metals
(ASTM-Complete), 5) The American Society of Mechanical Engineers
(ASME-Complete), 6) The Electronic Industry Alliance (EIA), = 7) The
Institute of Electrical and Electronic Engineers (IEEE), 8) The
National Electrical Manufacturers Association (NEMA), 9) The
International Telecommunications Union (ITU), 10) Haystack Online (two
passwords needed), 11) The Aerospace Industries Association of America
= & National Aerospace Standards (AIA/NAS), 12) The American National
Standards Institute (ANSI) Complete pages on ROM Product. Reports -- =
The index must provide the following reports: 1)A document summary
that provides Scope and Intended use information. 2)Keywords assigned
by = the author of the document. 3)Additional management information
such as applicable QPLs, DIDs, etc. 4)An Applicable Documents report
that lists all documents referenced within the document. 5)Hot links to
applicable documents. 6)Responsible Activities report that includes
addresses, phone/fax numbers, and email addresses for the Preparing
Activity Custodians, Reviewers and the Society/Organization. 7)A
history of the document to include the date of the base document as
well as any revisions or amendments, with links to those documents. 8)A
complete document outline that allows the user to go from the index
directly to the paragraph, sub-paragraph or section level rather than
simply the first page of the document. 9)The report information must be
printable and downloadable. Product Functionality -- The system must
allow the user to locate specific military information by the following
methods: 1) All Military/DOD, Government, and Non-Government
(Commercial) documents must be included in the same product using the
same search engine with the exception of the ANSI, which can be
provided on CD ROM. The index must include not only Military/Government
documents but also DOD adopted industry standards and industry
standards from over 400 U.S., National and International Standards
Organizations which develop commercial standards documents. 2)
Searching by document number or portion of a document number.
3)Keywords must be searchable in the Title of the document,
Scope/Intended Use/Keyword paragraphs and from the document outline.
4)Keyword searching of the full text of DODISS documents. 5)Searching
by Federal Supply Classification. 6)Searching by Preparing
Organization. 7)The product must have the capability to conduct a
search by specific document type. For example, search by Mil Specs, Fed
Specs, etc. 8)The product must be capable of limiting a search to
active or historical (canceled/superseded) document references.
9)Combination or Boolean searching must be possible. 10)Each searchable
field should provide a =93pull down=94 word list = that assist a user
in identifying a particular search query element. A = =93pull down=94
list should be provided that can inform the user of what = documents
have been updated since the last issuance of the product. This
information is critical in regard to the Mil Spec reform issues.
11)Each search query should provide the user with a Results List. The
Results List must identify the document number, active or historical
status, publication date, if it is newly revised and the document
title. Each document in the Results List should be directly linkable =
to value added report information. 12)Results Lists must be printable.
Document Images/Text 1)All images must be scanned at 300x300 dpi.
2)Images must be viewable GIF, TIFF, or PDF (Adobe Acrobat) Viewers.
3)A Thumbnail GIF option must be provided. 4)Images must have rotate,
darken/lighten, and zoom capabilities. 5)DODISS documents must be
viewable/searchable as full-text with intradocument linkages and
cut-and-paste capabilities to notepad, word processors, etc. 6)Must be
able to print individual pages, range of pages or the complete
document. 7)All non-government commercial standards must be licensed =
by the issuing standards developing organization to allow printing of
the desired actual standard in hardtop format. Updating 1)Documents
must be updated every 14 days. 2)System must identify recently updated
documents. 3)System must provide automatic update notification for up
to 500 =93priority=94 documents identifiable by the end user. =
Intangibles 1) The provider of this product must be ISO 9001 certified.
2)Users must have access to product customer service via phone and
email. This procurement is being conducted under Simplified Acquisition
Procedures. There is no formal bid package. Proposals can be faxed or
mailed and must be received on or before October 18, 1999. When
submitting a proposal, please include freight costs, Federal Tax ID
Number, Duns & Bradstreet Number, and business size. Terms and
