R -- ADMINISTRATIVE AND MANAGEMENT SUPPORT SERVICES SOL 99-66017-MP POC Michael Palensky (301) 457-1824 Notice of Intent that the Bureau of Census (BOC) intends to increase the current ceiling under Contract 50-YABC-6-66017 to continue procuring on a sole source basis administrative and management support services from Performance Engineering Corporation (PEC) under the authority of FAR 6.302-1. The services will provide various contract administration support to program and procurement personnel to support the Decennial Census. Services are currently being performed by PEC under an existing contract. PEC has been working with the BOC for the past 5 years, 3 years under the existing contract and 2 years under other GWAC/GSA schedule contracts. During this time frame, PEC has gained unique and extensive knowledge on the various Decennial programs. Because the services provided under the contract require and in-depth knowledge of the BOC and their current operations, award through competition would require substantial duplication of cost that the Government would not recover through competition and would create unacceptable delays in fulfilling the BOC's mission for the Decennial Census. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing, and any other information which demonstrates their ability to meet the BOC's needs. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source is available and more advantageous to the Government.
