The Port Hueneme Division, Naval Surface Warfare Center intends to solicit, negotiate, and award a Cost Plus Fixed Fee (CPFF) Indefinite Delivery Indefinite Quantity (IDIQ) type contract on a competitive basis for MK 41 Vertical Launching System (VLS) Computer Software and Systems Engineering Support. The applicable Standard Industrial Code (SIC) is 7373 and the Federal Supply Code (FSC) is D307. The proposed contract has the potential of being a Small Business Set-Aside, provided two or more Small Business contractors, who after reading this synopsis, submits acceptable qualifications within seven (7) days of the published notice to PHD, NSWC Acquisition Department, Bldg #5, 4363 Missile Way, Port Hueneme, CA 93042-4307 Attn: Kittie Ellison, Code 5F11 or via e-mail at: ellisoncs@phdnswc.navy.mil for evaluation. Should the qualifications submitted by no less than two small business contractors be found insufficient, this procurement will proceed as an unrestricted requirement. The contractor shall provide engineering, analysis and design development, and testing services at the program level as specified in the Statement of Work for both U.S. and Foreign military Sales customers; provide the required personnel, equipment and facilities necessary to provide PHD NSWC software design, development, integration, verification and validation support as required by individual task orders for the MK 41 VLS. The required services will be for a basic contract period of twelve (12) months plus four one-year option periods for a total of sixty (60) months. The anticipated level of effort for this requirement is 60,000 labor hours per year. The anticipated award date is 120 days from the date of this CBD announcement. FOB Destination. Current U.S. SECRET and appropriate facility clearance are required. The anticipated release date for this solicitation is on or about 14 October 1999.
