This contractural action is for the procurement of two different 40mm and two types of 12 guage Non-Lethal (NL) blunt munitions to be used in the 40 mm M203 Grenade Launcher and 12 guage shotguns, respectively. The nature of this contractual action is for the Army Contingency Stockpile for future emergency release of two types of Non-Lethal Munitions to be procured as Commercial Off- the-Shelf, Non-Developmental Items (NDI). The two types of munitions to be procured (10,000 ea.) 40mm Multiple Rubber Ball Rounds (10,000 ea.) 40 mm Foam Baton Rounds. These are identical to items procured on earlier Urgent Requirements for US Forces Haiti and Bosnia. This stockpile is required to support the needs of the soldiers in the field (during FY00 and 01) while the government writes and type classifies competitive performance specifications. These items are all catalogue items sold to security police and in some cases, the general public. We intend to award this contract on a sole source basis to Defense Technology Corp. of America: 2136 Oil Drive PO Box 240 Casper WY 82602. During FY 95, they were the only company to submit a proposal identifying several Non-Lethal Non-Developmental items in which the Government evaluated live fire demonstrations. See numbered Note 22.
