Question No. 2: Are you pleased with the services provided by the current contractor? Answer: Irrelevant to this acquisition. Question No. 3: How did the combination of services come together under the EAP umbrella? Answer: The combination of services under the EAP umbrella has been established to provide direction and guidance to all Immigration and Naturalization Service (INS) offices in carrying out their responsibilities. The INS EAP is designed to provide assistance to employees and family members to enable them to achieve and maintain balance in their lives, thereby maximizing work performance, job satisfaction, and morale. Question No. 4: What is the projected start date? Answer: The combined synopsis/solicitation posted in the CBDNet on August 25, 1999 stated: "the contract will consist of a base period of 1 year from date of contract award." Therefore, the projected start date is the date of contract award. Question No. 5: Since the fee structure appears to be a fee-for-service, is there a minimum guarantee to support the overhead? Answer: The combined synopsis/solicitation posted in the CBDNet on August 25, 1999stated: "The contract will be a fixed-price indefinite delivery indefinite quantity (IDIQ) contract." Further information regarding this type of contract can be found at FAR Subpart 16.5. Question No. 6: How are amendments to be acknowledged? Answer: Amendments are to be acknowledged in accordance with the instructions provided with the amendments. Proposals must acknowledge receipt of all amendments. Question No. 7: What is the expected contract number for this requirement? Answer: It is anticipated that the contract number will be COW-9-C-0006. AMENDMENT ACKNOWLEDGEMENT: Proposals must acknowledge receipt of this amendment before the hour and date specified in the synopsis/solicitation. Failure of this acknowledgement to accompany the proposal may result in rejection of your proposal. If as a result of this amendment you desire to change a proposal already submitted, such change may be made by a letter.
