63 -- CARD ACCESS SECURITY SYSTEM AND SOFTWARE SOL 41-3615-99 DUE 092999 POC Lisa M. Botella, (215) 233-6551, fax (215) 233-6558, Contracting Officer Correction: This requirement was initially synopsized in the CBD on September 17, 1999 and this amendment provides the following: 1) Answers to questions received in response to the subject solicitation. Question 1: Please provide the specification of the type and communication protocol of the existing LAN network. Answer: The existing LAN network utilizes TCP/IP protocol over category 5 cable to RJ45 jacks configured with T568B wire layout. Question 2: Please provide hardware specifications for each of the customer supplied client workstations to be used for the access control system. Answer: The hardware specifications for the client work stations are: (A) Room 0019 (Guard Station) IBM compatible PC 133 MHZ, 32 MB RAM, 1.7GB HDD, Windows 95, (B) Room 0109 (Security Office) IBM compatible PC 133 MHZ, 32 MB RAM, 1.7GB HDD, Windows 98, (C) Room 1022 (QAS Office) IBM compatible PC, 266 MHZ, 64 MB RAM, 1.9GB, HDD, Windows 95. Question 3: Please provide the location of each existing access control panel and which card readers are connected to these specific panels. Answer: The existing two (2) access control panels are located in Room 0019. Readers that are connected to Panel 1 are: Basement Lobby, Room 0022, Mechanical Services Building, Room 0125, Food Safety 2nd Floor interior, 1st Floor Lobby, Fitness Center, Service Building, Leather Research, HazOp Building, Vehicle Storage, Pilot Wing Tower, Food Safety Exterior, Room 0025; Panel 2 are Test Bench, Chem Wing Tower, Room 1029, Chem Wing Handicap, Room 3029, Rear Chem Wing Basement. Question 4: Please provide existing cable type to each card reader location. Answer: The existing cable to each reader is four (4) conductor 18 AWG cable. According to the contract requirements all cable to reader locations are to be replaced. Question 5: Please provide manufacturer type and model numbers for the closed circuit television system (CCTV) that is to be integrated into the access control system. Answer: The present CCTV consists of nine (9) Panasonic Color WV-450 cameras, one (1) dedicated micros Sprite DX-V Quad Switcher, one (1) JVC model SR-907OU Time Lapse Recorder and one (1) Panasonic Model CT20864D Monitor. Question 6: Please provide fiber optic layout including: type of fiber, size, terminations points, patch panel locations, available strands and optical test results for the existing fiber optic trunk lines. Answer: The fiber optic cabling consists of multimode 62.5/125 um cable terminated in each patch panel with ST connectors. Optical test results for the existing fiber optic trunk lines are in accordance with manufacture requirements and are shown by "F" on the drawings. A 24-fiber trunk cable starts at Room 0022 and terminates at the second floor of the Service Building. There are eight (8) fibers available for use in this cable. A 12-fiber trunk cable starts at the 2nd floor of the Power Plant and terminates in Room 116 of the Mechanical Services Building. There are two (2) fibers available for use in this cable. A 6-fiber trunk cable starts at the secondfloor of the Power Plant and terminates in the Haz Op Building as indicated on the drawings. There are two (2) fibers available for use in this cable. A six (6) fiber trunk cable starts at the second floor of the Power Plant and terminates in the Leather Research Building as indicated on the drawings. There are two (2) fibers available for use in this cable. Question 7: Please provide the voltage of all of the existing locks. Answer: The voltage of the existing door locks is 12VAC. Question 8: Please explain A.8 "Each door location must be able to handle a minimum of four (4) input/output signals at the control panel". Answer: Each door location shall have a minimum of four (4) Input/Output signals at the control panel and provide for future expansion for individual door alarms and fire alarm input. Refer to Technical Specification A.8 and response to Question 45. Question 9: Will a NAFTA country's product be acceptable for this bid? Answer: NAFTA is not applicable to this acquisition. However, the Buy American Act does apply. Evaluation of foreign offers shall be made in accordance with FAR Subpart 25.105. Delete FAR Clause 52.225-21 Buy American Act-North American Free Trade Agreement Implementation Act-Balance of Payments Program. Also, see FAR Clause 52.212-2 and it's addendum. Question 10: Can there be something made a part of a bid (such as mutually agreeable language) that protects a contractor from accepting that room exists for "normal" routing when frequent blockages might, in fact, exist? Answer: The contractor shall utilize existing conduit and wall/ceiling penetrations provided. Should a blockage occur, the recommendations for a new path shall require review and approval by the Contracting Officer. See response to Question 50. Question 11: Attachment C.1 -- location of existing readers count to 21 not 22. Answer: Attachment C.1 should indicate 21 locations instead of 22. Replace page C.1 with the attached page C.1. Please call the Contracting Officer if you require a copy. Question 12: AttachmentC.1 -- what is the exact location of the additional reader for basement lobby (out going). We could not locate the lobby area on the site plan of ERRC Main building basement level. Answer: The location of the additional reader for the basement lobby (outgoing) is indicated on the basement site map adjacent to Room 0016A. Question 13: Will the new access system be interfaced with existing Fire Alarm, if any, for life safety? Answer: The new access system must have the capability to accept a dry contact closure from the fire system to unlock the door . Also see answer to Question 28. Question 14: Section A.8 on page 7, 3rd item states "...a separate alarm input for...And fire." What do you mean by fire? Answer: Refer to Question 13 and 28. Question 15: The designated room for panels were not mentioned at the site visit today, do you have a designated room in each building? Answer: No. Any centrally located equipment shall be installed in Room 0016 for the Main Building. Any remote building panels shall be installed at a location designated by Contractor with final approval by Contracting Officer. Question 16: Attachment C.2 -- List of guard tour sensors (49) -- What roles will these sensors play with the new access system? All sensors are existing guard tour readers? If yes, what kind of readers? Answer: None. The present guard tour system (GTS) is a DOS based stand alone morse system. The GTS identified in the solicitation will have no impact on the card reader system at this time. This proposed system shall include the capability to expand to a guard tour feature. Question 17: Cards -- Section A.8 on page 8, 1st item -- what do you mean by 500 printed & color? Do you mean the logo and the text on Attachment C.4? Answer: The new ID card shall contain the logo and text as per attachment C.4 on one side (front) and shall have the capability to accept Photo ID manually laminated to the other side (back). Our existing Photo ID is manually adhered to the ID card. The proposed system shall have the capability to expand to video imaging and photo ID badging in accordance with Technical Specification A.8. Also see response to Question 34. Question 18: Cards -- Attachment C.4 -- Logo and all the text on one side of the card? Answer: See response to Question 17. Question 19: Do the cards and the database need to be compatible with the USDA Washington DC office or any other facility? Answer: No. Question 20: Is the fiber optic backbone tied to an existing LAN? Answer: Yes. The fiber optic trunk is tied to the existing LAN at Room 0022, Leather Research Building, and HazOp Bldg. Question 21: How many fibers to each building are available for the security system? Answer: See response to Question 6. Question 22: Would you please provide each of the attendees with a list of the other attendees. Answer: The site visit attendee list is attached or can be requested by contacting the Contracting Officer at (215) 233-6551. Question 23: Has the USDA retained a security consultant for this project? If yes, please indicate the firm and the name of the individual responsible for this project. Answer: No. Question 24: Is this a prevailing wage project? Answer: No. Question 25: Is this a "right to work project" or a union labor project? Answer: No. See response to Question 24. Question 26: Please provide the manufacturer's name, the model numbers of the equipment, and the interface capabilities of the existing CCTV system. Answer: See response to Question 5. Question 27: The specification requires the cards be "color photograph identification (ID) cards for the system...". Are these to be used with an existing photo ID system? If the answer is no, there is no system currently in use, may we suggest an alternate card which will allow a picture to be printed directly on it? If the answer is yes, is the system computer based and is the database in the security system to be compatible with the database of the photo ID system? Answer: See response to Question 17. Question 28: The solicitation document states, "The system shallinclude, at a minimum, a separate alarm input for a tamper switch, primary fail monitoring, and fire." Does this mean that the system will be used to monitor fire and smoke detectors? If yes, will it be primary monitoring system. Answer: The card access system will not monitor fire alarms and smoke detectors, it will require capability to accept a dry contact signal from the fire system in each building to unlock the doors. Also see Question 13. Question 29: Are there any existing fiber optic transceivers that are on site that will be reused as part of the new access control system? Answer: No. Question 30: The bid requests that the new system have guard tour capability, and list the guard tour sensors (pg. 6 & attachment C.2). Will the existing guard tour sensors be connected as part of this project, and if so, what type of sensor is used? Answer: See response to Question 16. Question 31: Will the government-supplied database be a printed list, or will it be a database file, and if so, what type of filewill it be? Answer: The Government database information will be supplied in a printed list format. Question 32: Will the government-supplied logo (attachment C.4) be supplied as a bit map file or as another type of file? Answer: The Government-supplied logo shall be supplied as a printed copy as attachment C.4 and will be supplied as a bit map file to the contractor who receives the award. Question 33: We are requesting an input/output diagram and/or description of the controllers operating the system currently in operation. Answer: See response to Question 3. Question 34: Section A.8 -- Reference is made to expansion capabilities for guard watch tour monitoring, CCTV control, video imaging and photograph identification badging in the future. Does the Government desire pricing information on the above options to be included in the proposal? Section A.8 -- Page 8 of 35 states that contractor shall furnish 500 printed, color, photograph identification cards for the system and provided to the Government within 30 days of commencement of work. Please clarify if the contractor is responsible for providing photo I.D. cards with the photos on them, or the color USDA logo only on them. Answer: Contractors must list the upgrade features i.e. guard watch tower, CCTV control, video imaging and photograph ID badging. Pricing for these items is not required. The Government shall be responsible for pictures and lamination of ID's. Also see the response to Question 17. Question 35: Section A.8 -- Is there sufficient room on the fiber optic network to incorporate the new system or will the contractor need to supply and run new fiber? Answer: See response to Question 6. Question 36: Section A.8 -- Reference was made during the site visit that there was existing conduit in place from the main building to all out buildings but in the specifications request that the contractor furnish and install approximately 2,000 linear feet of conduit for the out buildings. Please clarify. Answer: Existing conduit from the main building to all out buildings shall not be used. The contractor shall use the existing fiber optic trunk to connect to the main building. The conduit and wiring is required for new installations from the fiber optics patch panels to reader in the Out-Buildings. Question 37: Section A.8 -- All existing wiring and door mechanisms shall conform to the new system. During the site visit, reference was made that the existing reader mounts/posts are to be reused with the new system. This cannot be done, the new readers will not mount properly on the mounts currently in place and will need to be relocated or remounted. Furthermore, it is stated in section A.8 page 8 of 35 that the current system is to remain in operation during the installation of the new system. If this is to be, the new readers will have to be mounted in different locations. Is this allowable? Answer: The existing reader mounts/post may be reused for the new system. The contractor shall remount readers to conform to the new access system. Any relocation of individual readers requires approval from the Contracting Officer's Representative (COR). Question 38: When the old readers, which are larger than the new readers, are removed from the walls, is the contractor or Government responsible for patchwork and painting? Answer: The contractor shall be responsible for any patchwork and painting caused by the removal of any existing equipment. Question 39: Section A.13 -- Warranty. The standard commercial warranty is normal but there is no mention of service agreements after the one year warranty period. Does the Government desire to obtain pricing information for such services? Answer: The contractor shall provide standard commercial warranty. Following the warranty period the system shall be maintained by on-site maintenance personnel. Pricing for service agreements beyond the warranty is not required. Question 40: What is the size and capacity of the existing conduit in use for the access system? Answer: The existing conduit is a minimum of " diameter. Refer to Technical Specifications Section A.8. Question 41: Is conduit required for all the wiring related to the new system, or can plenum rated cable be used instead? Answer: Refer to Technical Specifications in Section A.8. Question 42: Several existing readers are mounted in doors, can the new readers be mounted on the wall next to the door? If they can be mounted on the wall, who is responsible for removing the old reader and the restoration of the door? Answer: See response to Questions 37 and 38. Question 43: Are the existing door locks and door contacts and existing wire to be reused for the new system? Answer: Yes, see Technical Specification A.8. Refer to response to Question 7. Question 44: Is this a prevailing wage job? Answer: See response to Question 24. Question 45: What are the four inputs/outputs at each reader designated for, are they in addition to the standard I/O's associated for a card reader? Answer: See response to Question 8. Question 46: Are there designated locations for the field controllers to be installed in the main building, any specific rooms? Answer: See response to Question 15. Question 47: Are the existing locks to be used? Answer: Yes. See response to Questions 7 and 43. Question 48: Can wiring be exposed or must it be enclosed in conduit? Answer: See response to Question 41 and the Technical Specifications. Question 49: Who is responsible for patching of holes left from the old readers, after new reader installation? Answer: See response to Question 38. Question 50: Are the 1st and 3rd floor ceilings in main buildings completely in drywall construction? Answer: The ceilings for the 1st and 3rd floor are completely in drywall construction in the hallways. Drop ceilings are installed in the rooms at each reader location. All other floors and buildings are open and require use of the existing conduit or raceway. Question 51: What are the specifications (including make, model, CPU speed, memory and version of windows) for the existing computers that are to be integrated into the new system? Answer: See response to Question 2. Question 52: Is there a penalty if the work runs over the specified time frame? Answer: The contractor shall have 90 days after receipt of the purchase order to complete the project. Refer to the Excusable delays paragraph in FAR Clause 52.212-4 -- Contract Terms and Conditions-Commercial Items in the Solicitation. Question 53: Is the fire alarm input signal to be UL rated monitoring? Answer: See response to Question 28. Question 54: What are the total number of data fields required for tracking employee information, vehicles, etc? Answer: Refer to the Technical Specifications. Question 55: Does each door location require a minimum of 4 input and 4 output signals, or 4 total input and output signals? Answer: Refer to the Technical Specifications. Also, see response to Questions 8 and 45. Question 56: Do the existing PC's have LAN cards, and if so are they compatible with the existing LAN system? Answer: The existing PC have LAN cards and are connected to the LAN. Question 57: How many watts is the existing UPS system? Answer: The Minuteman XRT 2000 maximum load is 2000 watts. Question 58: Are the readers currently in conduit? Answer: Refer to Technical Specification A.8. Question 59: Should the old system remain 100% active or can it be partially active during the installation phase? Answer: Refer to Technical Specifications A.8. The contractor shall ensure that the current system remains active and operational during the installation. Individual doors shall have a minimum down time when converting from the old system to the new system. Access control shall be fully operational at the end of each business day. Question 60: Who is responsible for the input of required data for the new system? Answer: The contractor shall be responsible for data entry for the new system. Refer to the response to Questions 17, 31 and 34. Question 61: Do we need to supply the server CPU and workstation CPU's? Answer: See Technical Specification A.8 and refer to the response to Question 2. Question 62: Do you require the capability to perform tasks simultaneously on any number of CPU's in the system? Answer: Yes, multi-tasking is required. Question 63: Do we need to provide an access card that can allow an image to be printed directly on the card or do you want 500 access cards and 500 printable PVC cards that can be attached to the access card? Answer: No. See response to Questions 17 and 34. Question 64: Do we need to supply the cards with the video images on the cards at this time or would you simply like the security management software to have the capability to handle video imaging?
