synopsis/solicitation for commercial services prepared in accordance
with the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; offers are being requested and a request for quote
will not be issued. The solicitation number is F04700-99-T-1023. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular (FAC) 97-13 and Defense
Acquistion Circular (DAC) 91-13. This acquisition is 100% set-aside
for small business; the standard industrial classification code is
8222. The size standard is $5.0 Million. This acquisition includes four
(4) line items for non-personal services to provide on-site
Non-Instructional Testing Services as a Test Proc tor through The
Education Services Program, for military and civilian personnel,
located at the Education and Training Office, Edwards AFB Ca. Period of
performance will be 99 OCT 01 thru 2000 Sep 30 with three (3)
one-option years. The contractor will be required to perform the
following: (1) one testing session on an on-call basis; (2) maintains
and updats the DANTES Examination Program Handbook, DOD 1322.8-H with
current testing information; (3) Administers DANTES exams; (4) orders
tests and testing materials from appropriate agency as needed; (5)
verifies identification of testing applicant; (6) Checks each exam
before and after testing; (7) monitors all examinees during tests; (8)
checks answer sheets for accuacy and completeness; (9) prepares
controlled testing materials for shipment; (10) inventories test
materials as needed; (11) prepares testing reports as required; (12)
advises clients in high school GED preparation exams; (13) reports any
testing irregularity, test loss, or compormise to the Test Control
Officer; and (14) responsible for safeguarding testing safe. Contractor
shall be paid on a monthly basis, for the number of units completed
durintg the mo nth. A unit is defined as a four-hour test session with
5 or more students. The contractor shall have a Bachelor Degree or
higher and should be familiar with Air Force testing Programs. Prior
experience in administration of Air Force tests or college or
university tests is desired. The Simplified Acquisition Procedures
(SAP) will be used in awarding this contract by written quotation.
Contractors making bids should submit proposal based on the above
requirement. Far Provision 52.212-1, Instructions to Offeror Commercial
applies. 52.212-2, Evaluation -Commercial Items; Proposals will be
evaluated on total contract value to include all options. Offeror must
include a completed copy of Far provision 52.212-3, Offeror
Representations and Certifications Commercial items. If the offeror
