RAIL TRANSIT SYSTEM & REQUEST FOR QUALIFICATIONS (RFQ NO. RQ991440)
PRELIMINARY ARCHITECTURAL/ENGINEERING OF LIGHT RAIL TRANSIT SYSTEM
METROPOLITAN TRANSIT AUTHORITY OF HARRIS COUNTY, TEXAS The Metropolitan
Transit Authority (METRO) of Harris County, Texas is planning to issue
a contract for project management support and a contract for
preliminary architectural/engineering (approximately 30%) design of a
7.5 mile surface Light Rail Transit (LRT) System in the corridor from
downtown Houston to the Astrodome, including approximately 17 station
sites, a terminus Park & Ride lot, and a yard and shop facility. This
project was selected as the preferred alternative from a Major
Investment Study/Environmental Assessment (MIS/EA). Firms/teams
interested in performing project management support services or
preliminary engineering services are invited to attend briefings which
will be held on Friday, October 8, 1999 in METRO's Board Room on the
16th floor of 1201 Louisiana, Houston, Texas. The briefing on the scope
of services for preliminary engineering will begin at 9:00 A.M. local
time and the briefing on the scope of services for project management
support will begin at 2:00 P.M. The team selected for performance of
Project Management Support will be required to provide METRO a
full-time on-site Project Director for Systems Engineering and, on an
as needed basis, other personnel required for project management
support of Systems Engineering functions, and project management
support personnel for Yard and Shop facilities, Systems Integration &
Testing, Systems Safety, Configuration Control, and Design Review. The
team selected for Preliminary Engineering shall have full technical
and design capability for facilities and systems engineering, including
completion of design criteria, as well as directive and standard
drawings for the LRT System. NOTE: Firms and their subconsultant(s) may
provide qualification submittals for either or both of these
procurements, but are hereby advised that no consultant or
subconsultant will be permitted to perform in both contracts. Following
the evaluation of qualification submittals for the Project Management
Support and Preliminary Engineering procurements, METRO may, at its
option, invite a short list of qualified firms to participate in oral
interviews for each service. Letters of interest and accompanying
qualification statements for Preliminary Engineering will be accepted
until close of business 5:00 P.M. local time, on Monday, October 25,
1999. Letters of interest and accompanying qualification statements for
Project Management Support will be accepted until close of business
5:00 P.M. local time, on Tuesday, October 26, 1999. Firms interested in
