SMDC-CM-CN, 256-955-3986 The U.S. Army Space and Missile Defense
Command (USASMDC) intends to enter into a noncompetitive contract for
Missile Interface Definition Support for the National Missile Defense
(NMD) Ground Based Element (GBE) Program Office. This effort is in
support of GBE Weapon System (WS) Project Office, Battle Management
Command/Control BMC2 Division, and the GBE In-Flight Interceptor
Communications System (IFICS)/Communication (Comm) Product Office. This
effort will provide independent assessments of the NMD Lead System
Integrator (LSI) plans and products relating to the NMD Weapon System
Element as well as the NMD BMC3 Element (consisting of the BMC2 and
IFICS/Comm communication components). Products will include assessments
of rapidly occurring events impacting or directly associated with
critical technical milestones and requires in-depth continuity
involving interrelated program progression. Time critical assessments
of critical issues and risk areas identified by the assessments, and
recommendations to the government for resolving critical issues and
mitigation risks are required. Under the authority of Federal
Acquisition Regulation (FAR) 6.302-1(b)(1) and 6.302-1(a)(2)(iii), this
action is directed toward Sparta because award to any other source
would result in substantial duplication of cost not expected to be
recovered through competition. Recent developments in the NMD Program
have made this effort extremely critical and time-sensitive. The rapid
emergence of third world threats has intensified the push for NMD
development and deployment. The NMD program is nearing a series of
critical milestones such as upcoming Integrated Flight Tests,
Integrated Ground Tests, the Deployment Readiness Review, Critical
Design Reviews, Defense Acquisition Boards, and system element
development test, and acceptance leading to a 2005 deployment. Support
draws from extensive experience, models, databases, and integrated
products. Any contractor change in missile interface definition support
would affect the review and assessment of performance requirements and
post-test performance results of the Weapon System, BMC2, and IFICS.
Uninterrupted continuity is essential so that the deployment date can
be supported. Continued support from Sparta throughout this series of
milestones is critical in order to prevent unacceptable Integrated
Flight and Ground Tests and delays in the overall NMD Program. Any
impact on the schedule of a program of this magnitude would result in
incalculable programmatic cost. This action is not open to Allied
participation. The contractor for this effort is required to have a
SECRET facility clearance. This notice of intent is not a request for
competitive proposals; however, any responses received from interested
sources will be considered by the government. All responses should be
directed to SMDC-CM-CN/Linda Gray and must be received within fifteen
(15) days from the date of this notice. A determination by the
government not to compete this proposed contract based upon responses
to this notice is solelywithin the discretion of the government. The
