Proposals N00033-99-R-2014 (22 Sep 1999) -- This procurement is being
conducted in accordance with Federal Acquisition Regulations (FAR) Part
12, Commercial Items, and FAR Part 13.5. The Government is not required
to establish a competitive range, conduct discussions, nor request
final revisions. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in FAR 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. This
solicitation may also be viewed at the MSC Web site
(http://msc.navy.mil/N10/trans.htm). A. MSC PM2P requests proposals for
a U.S. flag vessel as described below. This synopsis/solicitation
incorporates by reference MSC SPECIALTIME 98 (rev. 5/99). Copies of the
updated proforma may be downloaded from the MSC Web site
(http://msc.navy.mil/N10/library.htm) or may be obtained by calling
Kevin Spillane at (202) 685-5776. Proposals must be received prior to
1200 hours, Washington DC time, Thursday, 23 September 1999. Proposals
may be submitted via fax to (202) 685-5225 or by mail to the following

20398-5540 B. General: One U.S. flag vessel is required to support
RDT&E requirements including ROV recovery, object placement and
recovery and other underway support services to submarines. Period of
performance is about two weeks commencing 26 September. Area of
operation is U.S. East Coast out of Norfolk, VA. C. Vessel
requirements: a. Clear open deck space: Sufficient deck space to
accommodate Government-furnished equipment as described below. b.
Minimum endurance: 10 days. c. Minimum transit speed: 8 knots. d.
Minimum range: 125 nm. e. Lifting equipment: A NAVSEA-certified
(man-rated) elevator lift system or equivalent is preferred. Elevator
system must meet the requirements of NAVSEA Publication
SS800-AG-MAN-010/P-9290 (available upon request). Vessels not equipped
with an elevator will be considered provided the vessel is equipped
with one crane located aft with a minimum reach of 10 ft. and a minimum
working capacity of 2500 lb. f. Accommodations: Vessel must be capable
of feeding and berthing a minimum of six Government personnel.
Cafeteria-style feeding is acceptable. g. Stationkeeping: Vessel must
be able to operate and remain on station in winds up to and including
25 knots and in seas up to and including 8 feet. h. Power: The vessel
must be capable of providing 75 amp 120VAC power to
Government-Furnished Equipment (GFE) winch. i. GFE: The vessel must be
capable of accommodating GFE as described below. j. Communications:
The vessel must be equipped with standard marine radio. k. Government
fuel sources are not available. The vessel must provide its own fuel;
however, fuel will be reimbursed in accordance with the terms of
SPECIALTIME.D. Government-Furnished Equipment/Services: a. ROV system
consisting of two operational vans 8 ft. x 20 ft. x 8.5 ft. weighing
approximately 6000 lbs. Each. b. The Government will provide one
ROV/winch assembly (30 ft. x 20 ft. x 20 ft.) Government will install
and remove the winch on the aft section of the vessel. c. The
Government will provide hand-held GPS units. d. The Government will
provide berth and port services. e. The Government will provide one
Boston Whaler and one Zodiac/Avon with motor (to be operated by
Government personnel). E. Estimated operating scenario: a. Percent time
underway (transit): 10% at 10-12 knots. b. Percent time underway (slow
speed): 80% at 3-5 knots. c. Percent time in port: 10% F. Laydays: 26
September 99. G. Delivery/redelivery: Norfolk, Va. H. Period of
charter: About two weeks commencing 26 September. I. The sections,
provisions, clauses, and conditions of MSC SPECIALTIME 98 (rev 5/99)
apply including but not limited to: 52.212-1, Instructions to Offerors
-- Commercial; 52.212-4, Contract Terms and Conditions -- Commercial
Items; 52.212-5, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders -- Commercial Items. See MSC SPECIALTIME
98 (rev 5/99) for applicable clauses of 52.212-5. Offerors shall
include a completed copy of the provision at 52.212-3, Offeror
Representations and Certifications -- Commercial Items within its
offer. The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 90-45.
The following changes are made to MSC SPECIALTIME 98 (rev 5/99): 1.
Section XI is deleted and replaced with the following: XI. FAR 52.212-2
EVALUATION -- COMMERCIAL ITEMS (JAN 1999) (a) The Government will award
a contract resulting from this solicitation to the responsible offeror
whose offer conforming to the solicitation will be most advantageous
to the Government, price and other factors considered. The following
two factors shall be used to evaluate offers: 1. Past Performance; 2.
Technical capabilities, to include: -- NAVSEA-certified (man-rated)
elevator lift system; and, 3. Price Evaluation factors other than
price, when combined, are significantly more important than price. As
technical quality of two (2) or more offerors becomes closer, price
becomes more significant as an evaluation factor. (b) The Government
reserves the right to award to other than the lowest prices responsible
offeror if another offer would be more advantageous to the Government.
