The Naval Air Warfare Center Aircraft Division Lakehurst (NAWCADLKE) intends to enter into sole source negotiations with Rolls-Royce Allison, Indianapolis, IN. The required items are Commercial -Off-The-Shelf (COTS), Non-Developmental Items (NDI) from Rolls-Royce Allison. The items are required to support Organizational level maintenance of the V-22 at VMMT-204, VMM-264, VMM-162, and to provide Organizational level maintenance training at the Fleet Replacement Enlisted Skills Training (FREST). The items are also required to support flight test, operational evaluation and testing of the MV-22 EMD aircraft at PAX River Maryland and the CV-22 at Edwards Air Force Base, as well as, any off-site testing. The T406 Engine Peculiar Support Equipment (PSE) from Rolls-Royce Allison, P/N's: 23054759 Puller, Slide Hammer quantity (21), 23060636 Puller, T-Handle quantity (21), and 23068546 Adapter, Wrench, Variable Torque Tube Assembly quantity (5) are listed in the 1999 AE1107 Price List Catalog, dated 05 May 1999. Delivery is required by 30 January 2000 or sooner. NAWCADLKE intends to procure these items under the authority of 10 USC 2304 (C) (1), as implemented in FAR 6.302-1. The Government does not own the rights to T406 Engine Peculiar Support Equipment. All responsible sources are encouraged to submit a proposal, which may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
