ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. The 11th
Contracting Squadron/LGCN is conducting market research to seek
qualified sources capable of providing personnel security background
investigations in locations throughout the United States and Puerto
Rico. Personnel security background investigations are required to
determine the Subject_s eligibility for access to classified
information, assignment to or retention in positions with sensitive
duties, or other designated duties requiring such investigation. These
investigations often involve intimate details of the Subject_s life
and must be conducted with the utmost tact and discretion. Information
collected as part of these personnel security investigations is
protected under the Privacy Act of 1974. The agency is seeking sources
who can provide professional personnel security investigative services
and reports for TOP SECRET Periodic Reinvestigations (TS PRs), SECRET
PRs (S PRs), Confidential PRs (CPRs) and Single Scope Background
Investigations (SSBIs). Investigators may be called upon to conduct
serious issue cases, high-level sensitive cases, classified cases,
priority or short suspense cases, or investigations in classified,
restricted areas. In order to be eligible to perform work as described
in this announcement companies must possess or be eligible for a final
SECRET Facility Security Clearance in accordance with the National
Industrial Security Program Operating Manual (NISPOM). All
investigators and support personnel must possess a valid SECRET
Personnel Security Clearance based on a Single Scope Background
Investigation (SSBI). Investigators performing work as described in
this announcement would have at least 5 years experience as local,
state, or federal investigators. Local or state experience refers to
individuals who have performed personnel security investigations and/or
criminal investigations for law enforcement agencies at the state or
local level. Investigations are to be conductedin accordance with the

request. Interested parties are to submit a Statement of Capabilities
(SOC) demonstrating the following: (1) Ability to conduct personnel
security background investigations in accordance with Government
standards; (2) Capacity to effectively manage a large volume of
investigations in various geographical locations concurrently, (Note:
please include the firm_s geographical limitations, if any); (3)
Management structure sufficient to provide needed coordination with
various Government agencies and Defense contractors; (4) Training
program adequate to ensure personnel performing investigative work are
familiar with all applicable laws and regulations; and (5) Relevant
experience in background investigations. Include in the SOC a point of
contact, phone and fax numbers, mailing address, and email address (if
available). All literature provided in response to this sources sought
synopsis will become the property of the Government and will not be
