The General Services Administration, Region 8, Federal Technology Service, Denver and its client U.S. Army, TRADOC Analysis Center, White Sands Missile Range, NM intend to negotiate on a Sole Source basis with Synelec USA, Inc, 2050 Center Ave., Suite 610, Fort Lee, NJ 07024, telephone: (201) 585-8565 the following services: 1-year basic service and maintenance on existing Synelec Prism Graphics Display System. Under the authority of FAR 6.302-1 it has been determined there is only one known source for this service. Primary Functional Requirement: Contractor to perform semi-annual maintenance on the display system as welll as provide service on trouble calls within three-working days from notification. Systems requires a factory trained (Synelec) technician to perform all services. Scheduled maintenance shall include: Cube maint: clean and treat screens, clean fresnel, service and align cube optics clean or replace all serviceable filters, clean all serviceable connections and components, clean and reseat all serviceable cables and components; DPS Maint: service and align DPS optics, focus DPS on projection scree, aligh and converge color components, clean all serviceable components, clean and reseat all serveable cables and connections; Processing: clean all external and internal serviceable componets, clean or replace all serviceable filters, clean and reset all serviceable calbes and connections; System: verify all cabling and connections, verify operations, as per the original configuration and setup, restore original settings and configuration files as required. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION: Synelec USA is the manufacturer of the Prism Graphics Display System and the only firm able to perform the necessary maintenance. This requirement will be purchased under FAR Part 12 -- Acquisition of Commercial Items/Service. This is defined as any item/service, other than real property, that is a of a type customarily used for non-governmental purposes and that has been sold, leased,or licensed to the general public. No Solicitation Package Will Be Issued. This notice of intent is not a request for competitive proposals or quotation; however, all proposals received as a result of this synopsis will be considered solely for the purpose of determining whether to conduct a competitive procurement. Firms responding to this synopsis should reference the solicitation number and indicate whether they are small or small-disadvantaged business as defined by FAR 52.219.
