State, Office of Logistics Management, on behalf of the Office of
Foreign Buildings Operations, anticipates awarding at least three
indefinite quantity/indefinite delivery contracts to qualified firms or
teams to provide Value Engineering (VE) studies on projects designed by
A/E firms for various American Embassy and Consulate facilities located
overseas. One of the contracts will be set aside for small business.
The small business size standard is $4.0 million or less based on the
annual average gross revenue of a firm which has been in business for
3 or more complete fiscal years. Each contract will be for a one-year
period from the date of the contract award with four one-year option
periods. The Government guarantees a minimum of $25,000.00 in task
orders for only the base year of the contract. The total amount of
orders issued under the contract shall not exceed $750,000.00 per year.
The contract will be for professional services to include, but not be
limited to, teams trained and experienced in the principles and
application of Value Engineering Methodology. The VE team will be a
multi-disciplined group of licensed architects and engineers meeting on
three to five consecutive workdays in Rosslyn, VA. The team or study
group will follow the five-step job plan as recognized by the Society
of American Value Engineers (SAVE) International. All team members must
be trained in VE methodology. The team leader will be a Certified Value
Specialist (CVS), currently certified by SAVE International. Teams must
be within one-hour travel time of the Rosslyn, VA area. Services shall
1) include the following disciplines: civil, architectural,
structural, mechanical, cost estimating, and electrical disciplines and
may require interior design, landscaping, fire, security, and
geo-technical expertise; 2) include administrative and technical
coordination of the various disciplines involved; and include working
within the U.S. Government's requirements and applicable laws, codes
and standards at the overseas project sites. The successful offerors,
including entities which comprise joint ventures, must possess or be
capable of obtaining Secret facility security clearances issued in
accordance with the National Industrial Security Program Operational
Manual, DOD 5220.22-M, prior to contract award. Safeguarding capability
for Secret classified information will also be required. Personnel
performing on this contract will be required to possess Secret
personnel security clearances issued by the Defense Security Service.
Firms/teams responding to this announcement on or before the closing
date will be considered for selection using the following evaluation
criteria (100 points maximum): a) Professional qualifications necessary
for satisfactory performance of required services (25 pts) ; b)
Demonstrated experience and competence in conducting multi-disciplined
VE studies and technical/cost reviews of designs for office
building/facility type projects (25 pts); c) Ability to produce a
clear, easy-to-read, comprehensive VE report that addresses a variety
of issues. Provide a sample report not exceeding 150 pages (20 pts); d)
Organizational capability to assemble a qualified team and conduct
studies with thirty days notice (20 pts); e) Previous experience with
overseas projects (10 pts). Large businesses responding to this
solicitation will be required to provide a subcontracting plan. A/E
Firms that meet the requirements of this solicitation are invited to
submit two copies of Standard Form 254, Architectural/Engineer and
Related Services questionnaire and two copies of Standard Form 255,
Architect/Engineer and Related Services questionnaire for specific
