OF A PROTOTYPE FOR DYNAMIC LITTORAL ZONE DATA SYSTEM SOL

Specialist, (301)227-5341 The National Imagery and Mapping Agency
intends to procure the following efforts on a sole source basis from
Raytheon Systems Company (RSC): build an infrastructure to demonstrate
the 3-D Dynamic Littoral Zone prototype and to demonstrate the
capability of multi-source fusion and analysis, and visualization of
dynamic littoral zone in 3-D model to national and international
hydrographic community for the purpose of demonstrating the current
capability and benefits of building an integrated system among the
hydrographic community so each other can collaborate with funding,
techniques, data, and budgetary influence. An extensive and unique
knowledge of the NIMA-specific environment to generate Intel and
Geospatial, including hydrographic, information for Joint Concept of
Operation is critical in meeting NIMA's requirements and affording NIMA
the opportunity to take advantage of Vice President Gore's National
Performance Review Group's interest in Dynamic Littoral Zone. The
proposed contract action is forservices and supplies for which the
incumbent is the only known contractor having the unique knowledge of
the NIMA-specific Intel and Geospatial environment. Award to any other
source is anticipated to result in substantial duplication of cost to
the Government that is not expected to be recovered through
competition and would result in unacceptable delays in fulfilling the
agency's requirement. Authority for this sole source procurement is 10
USC 2304(d)(1)(B) and FAR 6.302-1. Firms that recognize and can
perform the required services described above, are encouraged to
identify themselves and give written notification to the Contracting
Officer, and provide supporting evidence to the Contracting Officer
within fifteen (15) calendar days after date of publication of this
synopsis. The final determination by the Government not to open this
requirement to competition, based on any information provided, is
solely within the discretion of the Government. All responsible sources
