The General Services Administration, Federal Technology Service, Region 8, Denver and its client the United States Air Force, SMC DET 11/MTLS, Peterson AFB, Colorado intend to procure on a Sole Source basis from Industrial Power Systems, Inc., 3233 Oakland Street, Aurora, CO 80010, telephone: 1-800-678-3673 the following proprietary integration solution: Product/Service -- 10-each, 3-Phase Diesel Power Generators, specifically modified for the Air Force prototype application. Description/Purpose: Generators are highly factory modified custom generators to meet the extremely tight space requirements to re-power the first of 11-mobile trailers with existing generators that have exceeded their useful life. The basic units start with two new Kohler model 60-REOZJ diesel fueled generator sets. These units after modification are rated at 60 kW, 120/208V 3-phase, 60-Hz. standby power with fan at 8000 ft. elevation. These units are factory and feild modified to meet specific requirements. Prototype units will prove the capability of field retrofitting these mobile units with new state of the art generators to extend the useful life of these mobile trailer units thereby saving the Air Force millions of dollars and avoid critical delivery problems for replacement units. Impact: The government has fully researched other options and has found that Industrial Power Systems is the only provider with key knowledge and expertise for the development and modification of the generators. Not using this source can be detrimental to the completion of the mission and hinder the development of all systems involved in the Air Force effort. This software is an add-on to the existing system, of which Industrial Power Systems has been involved. Industrial Power Systems is the sole source for the modified generators. They developed the modification exclusively for the Air Force and will support the inital implementation of the generators. JUSTIFICATION FOR OTHER THA FULL AND OPEN COMPETITION: Industrial Power Systems is the sole provider of the modified prototype generators. They are the premier company that provides, implements, develops, and modifies power units for the Federal government. The Air Force has purchased other similar units from Industrial Power Systems and the company has an outstanding poast performance record and working relationship with the Air Force. Industrial Power Systems knows the structure, inputs and outpurts, and contents associated with the systems support work due to their past presence and their continued support for the mission in various support role activities.
