Hanscom AFB, MA is seeking information from qualified sources to
fabricate twenty four (24) High Altitude Electromagnetic Pulse (HEMP)
event Protection Modules as a "Build to Print" effort. The Protection
Module consists of an 11 gauge, Al 5052, EMI Chassis (17"L x 12" W x 6"
H), that contains Varistors, Surge Protectors, Filters, Fuses and
fifteen (15) interconnecting cables. Five (5) are Double Over Brad
Shielded Cables with D38999 series III connectors, four (4) RG223
Coaxial Cables and six (6) commercially available cables. Workmanship
for the Protection Module shall be in accordance with best commercial
practices/standards using contractor's quality system. Testing shall be
limited to verifying the voltage limiting level of the surge protection
devices. If your Firm believes it can meet the criteria specified
above, submit a Qualification Package, limited to ten (10) pages, that
includes Experience/Past Performance, (state details of)
programs/projects, hardwaretype, qty, time frame, POC (contracting &
technical), unique qualifications/expertise, Testing-capability,
equipment, personnel, 1st production unit, periodic production units,
documentation, witnessing. Quality-system, process control, (how do you
build in quality), final product acceptance. The Qualification Package
will used to evaluate vendors. With approximately six (6) vendors to
be selected to receive RFPs. These vendors will receive a complete
build to print package including pictures, engineering drawings, Module
-- layout, wiring diagrams, parts lists, interconnecting diagrams,
cable details and testing procedure. This notice is a MARKET SURVEY
ONLY. Interested vendors shall submit in writing, within fifteen (15)
working days of publication of this announcement, a Qualification
Package. The Government will use the information obtained from this
market survey to evaluate the capabilities of the marketplace. This
synopsis does not constitute a Request for Proposal (RFP) or an
Invitation for Bid (IFB) and is not intended to be construed as a
commitment by the Government. Respondents to this survey should
identify whether they are a large or small business and provide their
company's name, address, telephone number, and a Point of Contact
(POC). Any proprietary information submitted should be identified as
such. The Government will not reimburse respondents for any cost
associated with submission of the information being requested or
reimburse expenses incurred to interested parties for responses to this

hear concerns from offerors or potential offerors during proposal

and/or contracting officer. The Ombudsman role is to hear concerns,
issues, and recommendations and communicate these to the appropriate
government personnel. The Ombudsman will maintain strict
