COMMERCE BUSINESS DAILY ISSUE OF SEPTEMBER 22,1999 PSA#2437AWRESEARCH AND DEVELOPMENT SERVICES IN SUPPORT OF THE AIRBORNE
SURVEILLANCE IR PROGRAM The Naval Air Warfare Center Aircraft Division
(NAWCAD) intends to issue a modification on an other than full and
open competition basis, to an existing Contract N62269-94-C-0500, with
PAR Rome Research Corporation, 314 South Jay Street, Rome, NY 13440.
This modification will provide a six-month contract extension for
research and development support services for the Airborne Surveillance
IR Program. These services will include support for the Surveillance
IRST (Infrared Search and Track) Program, the IRWIN (Infrared Window)
Program, signal and data processing associated with the IRST Program,
and the IR Surveillance Fieldable EO Testbed Facility. All are programs
within the EO Sensors Branch (AIR-4.5.5.6) at NAWCAD Patuxent River,
MD. The estimated cost of the extension is $582,000. PAR Rome Research
Corporation is only firm that possesses the necessary knowledge,
experience, and technical data required to perform this extension of
effort within the limited time constraints of the Navy. Any other
contractor would need a significant learning curve to become familiar
with the effort, which consequently, would result in increased total
cost and a substantial delay of service. The modification will provide
the EO Sensors Branch with continued service until a follow-on effort
