301-427-2126, ext. 112. This is a pre-solicitation notice for the
planned release of a Request for Proposal (RFP) for the Ground Systems
Engineering and Depot Support Contract (GSEDS). This notice follows
the RFI market survey solicitation issued on August 3, 1999, in Section
H. Please refer to this issuance for more information. Capable vendors
responded to this market survey with details on their technical
capability. On this basis the Government has determined that a full and
open competition exists, and has made revisions to the SOW and the
acquisition strategy in the pending RFP. Support areas in the SOW
include: (1) Hardware Component Supply, Repair, Test, Maintenance, and
Technical Support; (2) Ground Systems Engineering for Inter-Segment
Interfaces; (3) Sustaining Engineering for mission-unique software,
Independent Test Analyses and Problem Isolation; (4) Creating/Modifying
Technical Documentation for DMSP C3 Operations; and (5) DMSP Component
and Operational Systems Modification. We estimate that a dedicated
core staff of 6 personnel, and 2 equivalent matrixed staff, will be
required to support these task areas. This engineering support contract
supports DMSP unique equipment, such as System Communication Units
(SCUs) and Dual Decommutator and Command Processors (DDCP), and also
supports the interfaces of this equipment with the heritage ground,
space segment, and external (AFSCN, users) software. The space segment
includes capability required to support converged spacecraft systems
and operations at the NOAA SOCC in Suitland, MD. Tasks will support
inter-segment integrity, operability, and configuration control among
the space segment, user and C3 segment. The assigned support personnel
are required to demonstrate their knowledge of this complex equipment,
diagnosing, testing and isolating faults, and frequently making repairs
to equipment and software on the scene. Locations where support may be
required on a rapid-reaction basis are: the Suitland, MD SOCC; the
ESOC at Schreiver AFB in Colorado Springs, CO; the PITF at Vandenberg
AFB; the AFSCN tracking stations and network sites at: Vandenberg AFB,
CA; Hula, HI; Thule, Greenland; New Boston, NH; and at user sites at
FNMOC, in Monterrey, CA and AFWA, in Omaha, NE; and operational control
node at Onizuka AFB, Sunnyvale, CA; the DMSP SPO at the Los Angeles
AFB; NOAA/FCDAS, at Fairbanks, AK, and a potential future site at
McMurdo Bay, Antarctica. The incumbent contractor is the Harris
Corporation, Omaha, NE. The anticipated contract to be awarded will
include a Base period of 12 months with four 12-month priced options,
to be effective on or about 1 January 2000. The principal SIC Code is
