CONTRACT INFORMATION: The Philadelphia District, U.S. Army Corps of
Engineers intends to award a one-year Indefinite Delivery Naval
Architecture and Marine Engineering Services Contract with the option
of extending the contract for two (2) additional one-year periods. The
maximum task order limit is $400,000. The cumulative total for all
task orders in either the base or an option year shall not exceed
$400,000. The cumulative total for all task orders in the base and both
option years shall not exceed $500,000. 2. PROJECT INFORMATION: The
primary work under this contract will be the preparation of contract
plans and specifications for the repair and/or modification of existing
propelled and non-propelled vessels including seagoing hopper dredges,
develop procurement plans and specifications for auxiliary vessels,
prepare concept and final designs, perform structural calculations, and
prepare technical proposal cost estimates. 3. SELECTION CRITERIA: Firms
will be evaluated on the basis of the following primary evaluation
factors listed in descending order of importance: (1) Primary personnel
with professional qualifications in naval architecture, marine
engineering and related marine structural, mechanical, electrical and
fire protection engineering, related environmental work, cost
estimator, specifications writer and marine safety. Registrations and
certifications shall be as necessary for full performance of the
disciplines; (2) Specialized experience and technical competence in the
development of designs, repairs and alterations. Designs shall include
drawings, specifications, estimates, schedules and related work for
the concept, preliminary, detailed and construction phases for work on
Corps of Engineers' dredges, including trailing suction hopper
dredges, workboats, towboats, launches, survey vessels, auxiliary
vessels, single-point mooring systems and other floating plant. Other
detailed items of work shall include but not be limited to dredging
vessel structural, machinery and electrical modifications; limited to
dragarm angle and depth indicating systems with associates controls,
integrated piloting and logging systems; state-of-the-art steering and
propulsion systems, controls and related work. Experience in energy
conservation, pollution prevention, waste reduction and use of
recovered materials. (3) General experience in naval architecture and
marine engineering related to vessel construction including but not
limited to scheduling, estimating, submittal review, as-built drawings
and related work such as shore and navigation facilities; (4)
Capacities including facilities, plant, staff and related items to
accomplish more than one task order concurrently; (5) Past performance,
if any, of the firm with respect to performance on contracts with
Government agencies and private industry in terms of cost control,
quality of work and compliance with Government performance schedules;
(6) Location within continental U.S.; (7) Volume of DOD contract awards
and the dollar amounts for the previous 24 months from the date of this
announcement; (8) Extent of participation of SB, SDB, historically
black colleges and universities, and minority institutions on the
proposed contract team, measured as a percentage of the estimated
effort. 4. SUBMISSION REQUIREMENTS: Firms which desire consideration
and meet the requirements described in the announcement are invited to
submit a completed SF 254 (revised 11/92) and SF 255 (revised 11/92)
for the prime firm and SF 254 for each consultant, to the above address
not later than the close of business on the 30th day after the date of
this announcement. If the 30th day is a Saturday, Sunday, or Federal
holiday, the deadline is the close of business the next business day.
As a requirement for negotiations, the selected contractor will submit
for government approval a quality control plan which will be enforced
through the life of the contract. The contracting officer reserves the
right to terminate negotiations, with firms that do not respond to
Government requests for proposals, information, documentation, etc. in
accordance with established schedules. Include ACASS number in block
