Institute of Standards and Technology (NIST) intends to negotiate on a
sole source basis with the Center for Innovation Management Studies,
Lehigh University, Bethlehem, PA 18105 under the authority of 41 U.S.C.
253(c)(1) -- Only one responsible source. This requirement involves the
conduct of a detailed case based study of knowledge and market
spillovers from Advanced Technology Program (ATP) R&D projects in the
photonics and opto-electronics fields, drawing on current "state of the
art" research understanding. The study will develop and demonstrate a
methodology for tracking knowledge and market spillovers within
specific technical areas, and across industry applications. The study
must draw on both specialized technical understanding of the R&D field
and existing frontier economics research understanding. The Center for
Innovation Management Studies, with Dr. Todd A. Watkins & Dr. Theodore
W. Schlie as principal investigators, is uniquely qualified to carry
out the study,given the specific expertise and experience of the
principal investigators in social science field study methods,
technical science and engineering practice, and public policy
evaluation of R&D programs. Drs. Watkins and Schlie are known experts
with proven experience and publication record in the specialized area
of study. The period of performance for this requirement is twelve (12)
months from award of purchase order. Interested persons may identify
their interest and capability to respond to the requirement. This
notice of intent is not a request for competitive proposals. However,
all responses received by the date specified in this synopsis, will be
considered by the Government. Written responses to this synopsis shall
contain sufficient documentation to establish a bonafide capability to
fulfill the requirement. A determination by the Government not to
compete this proposed requirement based upon responses to this notice
is solely within the discretion of the Government. Information received
will normally be considered solely for the purpose of determining
whether to conduct a competitive procurement. A Request for Quotation
