Flywheel Rotor Health Monitoring Research and Development effort from
the University of Texas at Austin's Center for Electomechanics
(UT-CEM). Justification to permit contracting with UT-CEM has been
prepared using 10 U.S.C. 2304(c)(1) as its authority. The procurement
will build upon a proprietary UT-CEM flywheel rotor design approach to
develop a rotor health monitoring system that will enhance the safety,
reliability, and performance of flywheel systems in general, and the
flywheel system being developed for the ISS in particular (note that
the ISS flywheel system employs a UT-CEM rotor). UT-CEM has a developed
a unique rotor design that includes specific design features that
provide an enhanced signature indicating that a failure is incipient.
This goals of this procurement are to (1) develop an operational rotor
health monitoring system for the UT-CEM rotor using dedicated sensors
to detect the signature of an impending failure, (2) provide test
units that can used to validate analytical models of the impact on
flywheel system performance, and (3) to demonstrate the health
monitoring system in an operational flywheel system. The Government
does not intend to acquire a commercial item using FAR Part 12. See

Note "B". Interested firms have 15 days from the publication of this
synopsis to submit in writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. A determination by the
Government to not compete this proposed effort on a full and open
competitive basis, based upon responses to this notice is solely within
the discretion of the Government. Firm date for receipt of offers will
be stated in the RFO. All qualified responsible sources may submit an
