This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number 99-Q-084 is issued as a Request for Quotation through Federal Acquisition Circular 97-12. The SIC code is 5045 and the small business size standard is 500 employees. The following FAR Provisions and Clauses are applicable unless otherwise noted: 52.212-1, Instructions to Offerors-Commercial Items; 52.212-3, Offeror Representations and Certifications -- Commercial Items; 52.212-4, Contract Terms and Conditions -- Commercial Items; 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders -- Commercial Items. The U.S. Secret Service has a requirement for forty-six (46) Encase Forensic Software packages/licenses, Professional Edition for Windows 95/NT/NTFS, to include user manuals, laplink parallel cables, NTFS support, and updates for a period of one year. No substitutions will be accepted. Encase Software is currently being used in a specific program by the U.S. Secret Service. This requirement will accommodate new members of this program. Guidance Software, Inc. is the manufacturer and sole provider of this software. The Contractor shall deliver the complete quantity, FOB Destination, to the U.S. Secret Service, Financial Crimes Division, 245 Murray Drive, SW, Washington, DC 20373-5824. The U.S. Secret Service intends to negotiate on a sole source basis with Guidance Software, Inc., 729 Mission Street, Suite 170, South Pasadena, CA 91030. A signed copy of the Request For Quotation -- Representations and Certifications shall be included with offeror's quotation.
