ADDITIONAL INFORMATION: (1) ANTICIPATED PERIOD OF PERFORMANCE: The
total length of the technical effort is estimated to be 60 months. (2)
EXPECTED AWARD DATE: The anticipated award date is on or before 09 Dec
99. (3) GOVERNMENT ESTIMATE: The government funding profile for the
overall program is estimated to be as follows: FY00-$3.572M,
FY01-$3.671M, FY02-$3.382M, FY03-$2.502M, FY04-$2.118, FY05-$2.105M,
total funding estimate for all years is $17.35M. This funding profile
is an estimate only and is not a promise for funding, as all funding is
subject to change due to government discretion and availability. (4)
CONTRACT AMOUNT: The anticipated contract ceiling amount is $17.35M.
The minimum order amount is anticipated to be the first incremental
funding amount of $173.5K and the maximum order amount is anticipated
to be the total ceiling amount of $17.35M. If multiple awards are made,
the total ceiling of all contracts awarded shall not exceed $17.35
million. (5) GOVERNMENT FURNISHED PROPERTY, BASE SUPPORT, OR CONTRACTOR
ACQUIRED PROPERTY: Due to the nature of the assessments, most of the
works will be performed at AFRL/DEPA's Sensitive Compartmented
Information Facility (SCIF). (6) SIZE STATUS: For the purpose of this
acquisition, the size standard is 500 employees (SIC 8731). (7) NOTICE
TO FOREIGN OWNED FIRMS: Foreign contractors are not permitted to
participate in this procurement. D -- PROPOSAL PREPARATION
INSTRUCTIONS: Offerors shall submit a White Paper focusing on
innovative approaches (i.e. advancing the state-of-the-art, increasing
knowledge and understanding new and creative solutions to problems),
techniques and unique capabilities which can be applied to work
described herein. Offerors have latitude as to what information is
presented in their paper. Offerors are advised to focus their limited
discussion on strengths, new ideas, and present documented record of
current and past accomplishments in these related areas. Possible
presentation approaches include a discussion of specific elements of
the requirements for which offerors present innovative ideas for
accomplishing the work, or discussion of innovative solutions to a
hypothetical task (of their own creation). Any method is acceptable as
long as offerors focus on their innovative solutions to problems in
the mission requirements. The White Papers (no more than 30 pages) are
due 30 days from the date this announcement is published. Resumes of
the principal investigator and other significant personnel proposed to
perform this effort may be included and will not be counted against
the 30-page limit. Facilities and equipment to be used may also be
identified without regard to the 30-page limit. Cost proposals should
not be submitted with the White Papers. (1) WHITE PAPERS: The offeror
shall submit a White Paper on the overall technical program. The White
Paper shall include a discussion of the nature and scope of the
research to be performed and shall address each of the three technology
areas. White Papers shall address the following sections: (i) Executive
Summary, (ii) Program Description, (iii) Program Plan, (iv) Facilities
and Equipment Description, (v) Description of Relevant Prior Work,
(vi) Management Plan, and (vii) Resumes of Key Individuals. The
following information describes what should be addressed in the White
Paper. Under Section (i) Executive Summary: Include a description of
the proposed program, objectives, approach, and end product relating to
any of the technical areas. The information provided should focus on
innovative ideas, and can address any of the technical areas. Under
Section (ii) Program Description: Describe the ideas which are going to
be addressed in the White Paper, how these ideas are innovative, and
how this will be beneficial to the Air Force in terms of new and
innovative technologies. Under Section (iii) Program Plan: Describe in
detail the proposed Program Plan to address the approach planned and
how the plan will be executed. This section should include all
technical aspects and how the approach will be executed to result in a
solution of the task areas. Under Section (iv) Facilities and
Equipment Description: Include a description of the facilities which
can be used in terms of security classification levels, computations
systems, testing facilities, and any specialized equipment. Under
Section (v) Description of Relevant Prior Work: Include a list of both
in-house efforts funded by internal research funds and contracts
funded by others. Include a list of the principal investigator, title
of effort, contract number, brief summary of results, and a
point-of-contact with the funding organization. Under Section (vi)
Management Plan: Include an appropriate Work Breakdown Structure (WBS).
Address any major areas of risk including schedule, cost, or technical
components. Describe the methods or procedures within the organization
used to monitor progress and reassign resources. Under Section (vii)
Resume of Key Individual: Include brief summaries of resumes of
relevant key individuals including any consultants or subcontractors
that might be proposed. (2) PAGE LIMITATIONS: The white paper proposal
shall be limited to 30 pages, 10 pages per technology area, (12 pitch
or larger type), double spaced, single-sided, 8.5x11 inch paper. This
page limitation applies to all information except indexes,
photographs, description of equipment and facilities, and resumes. Use
at least 1-inch margins on all sides. The binding shall not impair
legibility. Blank pages, title pages, table of contents, lists of
figures, lists of tables, tabs, cover sheets, or blank dividers are not
included in the page count. The government will not consider pages in
excess of the 30-page limit. (3) PREPARATION COST: If selected for
negotiations, qualifying large business offerors will be required to
submit a small business subcontracting plan. This announcement does not
commit the government to pay for any response preparation costs. The
cost of preparing White Papers in response to this PRDA is not
considered an allowable direct charge to any resulting contract.
However, it may be an allowable expense to the normal bid and proposal
indirect cost as specified in FAR 31.305-18. E-BASIS FOR AWARD: White
Papers will be evaluated by a peer or scientific review process based
upon innovative ideas, new technologies, and unique capabilities. Upon
completion of White Paper review, firms whose approaches or unique
capabilities are of further interest to the government will be invited
to submit a contractor prepared Statement of Work (CSOW) for this
effort. The CSOW shall include, by reference, the requirements
guidelines modified, if necessary, to incorporate any changes the
offeror deems appropriate. CSOWs will not be accepted from firms that
did not initially submit White Papers for consideration. Once proposals
are categorized as described below, the government will downselect to
those offerors having the best chance for award and enter into
negotiations with them. Offerors will be furnished a model contract and
an actual technical task and/or program management task in response to
which they will furnish a technical and cost proposal. Single or
multiple awards can be anticipated and will be based on an evaluation
of an offeror's response (both technical and cost aspects) to determine
the overall merit of the proposal and best value to the government in
response to this announcement. The government does not contemplate
downselecting to a predetermined number of proposals -- downselection
is dependent on the number and quality of proposals received. Should
the government decide to enter into negotiations with an offeror and be
unable to reach a meeting of the minds, that proposal may be displaced
by a lower rated proposal and the government may at that time enter
into negotiations with an offeror not originally contacted for
negotiations. EVALUATION CRITERIA: The technical aspects (areas a & b
below) are the first order of priority, and shall be evaluated on the
following criteria which are of equal importance: (a) the overall
scientific and/or technical merit of the proposal, including
capabilities and related experience, facilities, innovative techniques
or unique combinations of these integral factors for achieving
proposal objectives; (b) the qualifications, capabilities and
experiences of the proposed key personnel who are critical to the
achievement of the proposed objectives, to include teaming arrangements
and subcontracting; (c) cost and/or price, which includes consideration
of proposed budget and funding profiles is a substantial factor, but is
ranked as the second order of priority. Cost proposals will be
evaluated for realism and reasonableness. No other evaluation criteria
will be used. AFRL reserves the right to select any part or all of the
proposal(s) selected for award in response to this announcement,
subject to availability of funds. Once the cost and technical proposals
are evaluated, all proposals will be sorted into categories as follows:
(i) Category I: Well conceived, scientifically and technically sound
proposals pertinent to program goals and objectives, and offered by a
responsible contractor with the competent scientific and technical
staff and supporting resources needed to ensure satisfactory program
results. Proposals in Category I are recommended for acceptance and
normally are displaced only by other Category I proposals; (ii)
Category II: Scientifically or technically sound proposals requiring
further development and are recommended for acceptance, but are at
lower priority than Category I; (iii) Category III: Proposals that are
not technically sound or do not meet agency needs. When requested, a
debriefing will be provided in accordance with FAR 15.506. A copy of
each final report of any resultant contract(s) will be available
subject to national disclosure policy and regulations. F -- ADDITIONAL
INFORMATION: This PRDA will be posted on the Electronic Posting System
(EPS) located at http://www.eps.gov. An Ombudsman has been appointed to
hear significant concerns from offerors or potential offerors during
the proposal development phase of this acquisition. Routine questions
are not considered to be of "significant concern" and should be
communicated directly to the Contracting Officer. The purpose of the
Ombudsman is not to diminish the authority of the Contracting Officer
or Program Manager, but to communicate contractor concerns, issues,
disagreements and recommendations to the appropriate government
personnel. The Ombudsman does not participate in the evaluation of the
proposal or in the source selection process. The Ombudsman for this
