This is a combined synopsis/solicitation for commercial item prepared
in accordance with FAR part 12.6, as noted with additional information
included in this notice. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. The solicitation notice and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97.8. To be eligible for award, contractor shall be
registered with the Central Contractors Registration (CCR), which may
be contacted by calling 1-888-227-2423 or online at http://ccr2000.com
(in accordance with DFARS 252.204-7004 Required CCR). The 11th
Contracting Squadron intends to procure non-personal services necessary
for the removal of existing carpet, purchase and installation of new
carpet at Bolling AFB DC. A site visit is set for 21 Sept 1999 at
1000AM. All responses must be received by 27 Sept 1999, 1000AM.
Response shall provide an estimate start and completion date.

SHALL include name, address, phone, cage code, DUNNS number, business
size/type (i.e. small business-women owed, minority owned etc). SCOPE
OF WORK: The contractor shall provide all personnel, equipment, tools,
materials, transportation, supervision, and other items and services
necessary to remove existing carpet and provide and install new carpet
tiles as defined in this Statement of Work. The location is Building
1303, 497th IG, Bolling Air Force Base, DC. The contractor shall verify
all quantities and measurements. The Government shall not be held
liable for contractor_s errors in measurements. The performance period
shall be 90 days after award. Site availability for this contract
begins on Fridays at 1600 _ 2200hrs, Saturdays and Sundays 0800
_1600hrs. Work dates will be coordinated with government representative
prior to start of work. The following short work description serves as
general information only, and does not limit the contractor_s
responsibility to conform to applicable state and local laws and
installation with manufacturer_s recommendations. The estimated area
for carpet installation is approximately 803 square yards. Contractor
shall inspect the work site to ascertain any conditions that may inpeed
the delivery effective performance and notify the Contracting Officer
of any such conditions. The contractor must be regularly engaged in the
business of installing carpet, using procedures recommended by the
carpet manufacturer and standard trade practices. All installers shall
be approved and certified by the carpet manufacturer or by an
experienced installation technician. GENERAL REQUIREMENTS: The
contractor shall remove the existing carpet and cove base and install
the following or equal materials: CARPET TILES: manufacturer: Collins
& Aikman, Product Line: RS Line Modular, Product Name: Infinity, Color:
55022 Moonstone, COVE BASE: Type: Vinyl Molded Wall Base, Gauge: 1/8_,
Size: 4_ X 120_ coil, Color: to be determined at site visit and
approved upon submission of color samples. Contractor shall provide
specifications of proposed materials that are other than the suggested
materials in list above. Contractor shall specify in writing
similarity of materials, i.e. for base: type, gauge and color; for
carpet: pattern, color, face construction, backing system, product
testing information, and warranties from the manufacturer. For
proposals other than suggested material, contractor will submit
manufacturer_s standard sample set of carpet, cove base and transition
strips prior to proposal due date. Contractor is responsible for
removing and replacing cove base. New cove base shall be vinyl, 4_
high, and shall be 1/8_ thick. Color shall be selected from samples
submitted by the contractor. Contractor shall provide 3% overage.
Modular and Standard Office Furniture Moving: Contractor shall install
carpet under modular furniture. Contractor should use the Lift System
or manufacturer recommended method in support of proper installation
of carpet and cove base. The contractor assumes responsibility for any
damage to government property due to improper movement or lift method.
Damages resulting from the contractors operations shall be repaired or
replaced by the contractor at no additional expense to the government.
The contractor shall be responsible for moving and protecting
non-sensitive equipment and furniture in the work area and replacing
them in the same location. Computers and backup tapes shall be the
government_s responsibility. Carpet Installation: Installation of
carpet, use of primer/sealer and patching compounds, if necessary,
shall be according to manufacturer_s instructions. Areas to be carpeted
shall be free of debris, dirt, oil, wax, rust, loose mill scale,
paints/primers, or any other foreign matter that may impair adhesion of
tiles. Contractor shall repair minor holes, cracks, depressions, and
rough areas, as recommended by carpet manufacturer. Daily clean up
shall be accomplished by the contractor. Contractor shall vacuum area
after carpet installation, removing all cuttings and scrap materials,
and remove equipment and materials not installed. Garbage shall be
removed daily from the base. Contract shall disposal off carpet and
rubbish at an off base site and comply with applicable local, county,
state and federal regulations. The contractor shall not use any of the
government dumpsters for disposal. The government_s assurance evalutor
is Myra D. Mojica 202-767-1255. All carpet removed shall be disposed of
by the contractor at an off base site, meeting all local, County, State
and Federal regulations. The following solicitation provisions and
