Department of Energy will be issuing a Request for Proposal (RFP) with
remediation of the Fernald Environmental Management Project (FEMP) as
its primary objective. Tasks will be program/project specific and will
require the contractor to be innovative in its technical and business
approaches while streamlining processes and reducing costs. Initial
plans call for a FAR-based contract, requiring self-financing, and
soliciting proposals to cut infrastructure costs, streamline essential
operations, and clean the site economically and safely. Tasks include
activities related to environmental remediation, decommissioning &
dismantlement (D&D), waste management, stewardship, operations,
operational support, safeguards and security, quality and assessment,
facilities management, site transition, administrative tasks, and
contract transition. The proposed period of performance is a base
period of five years commencing September 15, 2000, with outyear
options. The primary place of performance is the FEMP site near Ross,
Ohio. All responsible sources may submit a proposal which shall be
considered by the agency. The solicitation will be made available on
the DOE/Ohio Field Office Home Page. No telephonic requests for the RFP
will be accepted. A site tour/offerors conference will be held. Each
offeror is limited to three attendees on that day. Lastly, in an effort
to promote an early exchange of information among all interested
parties, the DOE will consider any input or suggestions regarding RFP
content received on or before October 15, 1999. The results of this
consideration will be reflected in the solicitation issued, not
necessarily through individual answers. Forward your request for
attendance at the tour/conference, input/suggestions, and/or requests
for the RFP to the Contracting Officer at the above address, or
