Synopsis/Solicitation: This is a combined synopsis/solicitation for a
commercial service prepared in accordance with the format in FAR
subpart 12.6, as supplemented with additional information included with
this notice. This announcement constitutes the only solicitation:
quotes are being requested and a written solicitation will not be
issued. This solicitation, FA2550-00-Q-0097 is issued as a Request for
Proposal (RFP). The solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
97-13. The Standard Industrial Classification Number is 4812 and the
Business Size Standard is 1500. The proposed contract listed here is
Unrestricted. NONPERSONAL SERVICES: The contractor shall provide
Cellular Telephone Air Time for period of performance 1 Oct 99 through
30 Sep 00. Cellular phone service is for Schriever AFB CO 80912. The
home area includes the greater Colorado Springs area north to Monument,
south to Fountain, east to Ellicot, and west to Manitou Springs. The
contractor shall provide Local Analog and Digital Air Time, Nationwide
Roaming to include Colorado, Call Waiting, Call Forwarding, Three Way
Calling, No Answer/Busy, Mobile Data and Voicemail for Analog and
Digital Equipment, Aggressive Long Distance and Roaming Rates, Caller
ID, service to support Time Division Multiple Access (TDMA) Technology,
Defense Switched Network (DSN) access on all cellular telephones, 24
hour/7 days a week customer service, support of 300+ cellular phones
with the ability to handle increases on an as needed basis, and
Activate and Deactivate cellular telephones at the request of the
government. Optional features: as requested, service such as additional
access lines features and other services shall be called in
telephonically by the government. If the request is made before 1200
hours, the service shall be provided no later than close of business
the same day. If the request is made after 1200 hours, the service
shall be provided no later than 0900 hours the following business day.
There will be no service charge to establish or restore cellular
service, to change phone numbers or optional features. Termination of
one or more cellular telephone numbers/features shall be on an as
needed basis at no additional charge to the government. Contractor
shall respond to emergency requests to restrict outgoing calls on lost
or stolen cellular phones within two hours of notification, 24 hours/
7 days a week. Contractor shall provide monthly; one detailed
electronic invoice that reflects billing for airtime actually used.
Preferred electronic method is CD-ROM. The provision at 52.212-1,
Instructions to Offerors_Commercial Items, applies (vii) with the
following evaluation factors: past performance, price evaluation
factors are weighted equally, home base signal strength information
which should include a map of service area, and price must be
considered fair and reasonable. The government reserves the right to
award to an offeror other than the low priced offeror. Offerors must
include with their offer a completed copy of the provisions at FAR
52.212-3, Offeror Representation and Certifications_Commercial Items.
The clauses at FAR 52.212-4, Contract Terms and Conditions_Commercial
Items, and 52.212-5, Contract Terms and Conditions Required to
Implement Statues or Executive Orders_Commercial Items, 52.232.33,
Payment by Electronic Funds Transfer_Central Contractor Registration,
and DFARS 252.204-7004, Required Central Contractor Registration, are
applicable to this acquisition. The more information provided, the
better able the Government will be to judge the merits of the offeror_s
proposal and select the best value for the Government. Offers will be
