synopsis/solicitation for commercial items in accordance with the
format in Federal Acquisition Regulation (FAR) Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation. Offers are being
requested and a written solicitation will not be issued. The
solicitation number DADA10-99-Q-0547 is issued as a Request for
Quotation under Simplified Acquisition Procedures, test program,
unrestricted. The SIC code is 4812; the small business size standard is
1500 employees. The solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
97-12. All responsible sources may submit a proposal, which, if timely
received shall be considered by the Government. The contractor shall
provide lease/rental of the pagers, as identified herein, to include
service for pagers for a base year and one 1 year option period.
Description: Base year period of performance, 1 Oct 99thru 30 Sep 2000.

and quantities for the option year are the same as the base year, CLINs
0001AA through 0001AJ, respectively. Pagers requirements/features are
as follows: (1) Basic digital pager -- Statewide area coverage, sixteen
call retrievable memory, disposable battery, display light for night
viewing, silent vibrate alarm/tone alert, time stamp calls, reminder
alert, and local phone number; (2) Statewide alpha numeric pager --
Text messaging, 24 hours dispatch, retrievable memory, and voice mail;
(3) National digital pager -- National coverage to include continental
United States, sixteen call retrievable memory, disposable battery,
display light for night viewing, silent vibrate alert/tone alert, time
stamp calls, reminder alert, local phone number, 1-888 number w/in or
personal 1-888 number, as required; (4) Nationwide alpha numeric pager
-- Text message, 24 hours dispatch, retrievable memory and voice mail;
(5) Voice pager -- Full range volume control, disposable battery.
Contractor shall provide detailed pricing for the base year and all
option years for all services and equipment referenced herein. The
Contractor shall furnish with its offer literature outlining
warranties, replacement provisions, training, ancillary services
included in the pricing including group paging, a detailed map showing
an overlay of the service area covered for statewide coverage and
national coverage and any other existing literature on the equipment.
Contractor shall also furnish the following at no additional cost to
the Government: (1) On site spares; (2) Replacement of critical pagers
with other systems (in case of system down time); (3) Loaner of state
or national units for short term use by critical personnel; (4) Group
master numbers; (5) No overcall charges; (6) Up-grade to newer
technology equipment as it becomes available; (7) Redundant paging
terminal to allow non-interrupted back-up if main paging terminal
becomes inactive; and (8) Ability to send alpha messages from our
internet site or e-mail networks. Contractor shall furnish with its
offer a plan outlining its procedures for restoring and guaranteeing
service for areas during natural disaster catastrophes such as tornado
and hurricanes. Contractor shall also address its pager
replacement/switchout policy/plan in its offer. The actual number of
pagers for the initial base year contract and option years is estimated
and may vary plus or minus the above stated amount depending on
changing requirements, but not more than 20%. Any resulting contract
shall include the option to increase the number of pagers over the term
of the contract by 50% of the above stated amount. Pager service shall
be ordered as needed by the designated Contracting Officer's
Representative (COR). Prices quoted shall include incidental fees
related to monthly services, and any other incidental fees (i.e.
universal connectivity charge, etc). The contractor shall provide a
single point of contact for Government ordering services. The name,
title, and phone number of the contractor's Government point of contact
shall be furnished with its offer. The contractor's Government point of
contact shall: (a) Respond to service requests, technical questions,
and questions regarding billing concerns within 4 hours of being
contacted by the COR, (b) Activate, deactivate, and change out pagers
within 4 hours of being contacted by the COR at no additional cost to
the Government, (c) Acknowledge verbal orders with a confirming
document. The confirming document shall list the pager service type
(i.e. statewide, national coverage alpha) and feature (voicemail,
numeric, group), the number of each type and/or feature in service, the
unit price of each service type and/or feature provided and the total.
The contractor shall attach a copy of the confirming document to the
monthly billing statement for each oral order received during the
invoicing period. Note: Confirming documents shall include written
acknowledgement of the Government's verbal requests to the contractor
to activate pager access service; change service types or features,
cancel pager access service, etc. BILLING: The contractor shall provide
monthly billing information in arrears to the Government in electronic
form, comma delimited file format, and include as a minimum (a) Type
of each pager in use by CLIN, and the effective date (b) The unit price
of each pager by CLIN, (c) Phone number of eachpager, and (d)
Incorporate into billing information all customer codes (provided by
the Government) and job order numbers (provided by the Government). It
is contemplated that a firm fixed price contract shall be awarded as
a result of this combined synopsis/solicitation. The Government will
award a contract resulting from this combined synopsis/solicitation to
the responsible offeror whose offer conforming to this
synopsis/solicitation will be most advantageous to the Government,
price and other factors considered. The award of this contract is
contingent upon availability of funds and Congress enacting
appropriations. Offers will be evaluated based on the following factors
for the base year and the option year: Price, technical capability
(ability to fulfill the requirements of the synopsis/solicitation) and
past performance. Technical and past performance, when combined are
slightly more important than price. Contractors are required to submit
references. References shall include previous pager contractsfor the
past 3 years indicating company name, address, phone number, point of
contact, and total amount of contract. The date of delivery is 1 Oct
1999. The place of delivery is Information Technology Business Center,
Building 4190, Fort Sam Houston, Texas 78234. The following FAR

Commercial Items applies with the following applicable clauses for
paragraph (b), FAR 52.222-26, Equal Opportunity, FAR 52.222-35,

the Contract, FAR 52.232-33 Mandatory Information for Electronic Funds
Transfer Payment, DFARS 252.204-7004, Required Central Contract
Registration. Contractors not registered in the CCR database are not
eligible for award. Offerors are required to provide their contractor's
DUNS Code and Commercial and Government Entity (CAGE) code with their
offer. The CAGE code entered must be for the name and address provided
by the contractor. Year 2000 compliant: FAR Part 39 applies to all
systems (hardware, software, and systems comprised of information
technology products) used in performance of this contract. Examples of
(but not limited to) non-computer information systems are: (a) access
devices, (b) Analog voice systems, (c) communications systems. The
contractor shall ensure products provided under this contract to
include hardware, software, firmware, whether acting alone or combined
as a systems are year 2000 compliant as defined in FAR Part 39. If any
of the systems used do not conform with year 2000 requirements, the
Government will require the contractor to perform any and all services
necessary to ensure systems and equipment conform with year 2000
requirements, at no increase in contract amount. Contractors are
required to sign a Letter of Compliance for Y2K on Model Numbers of
pagers furnished for this contract. Facsimile offers are not accepted.
The RFQ Number (DADA10-99-Q-0547) must be on the outside of the
submission. Offers are due at 4:00 P.M. CDT, 23 Sep 1999, at MEDCOM
