synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; a written solicitation will not be issued. The
proposed contract action is for supplies or services for which the
Government intends to solicit and negotiate with only one source under
the authority of FAR 6.302. Interested persons may identify their
interest and capability to respond. This notice of intent is not a
request for competitive proposals. A determination by the Government
not to compete with this proposed contract based upon responses to this
notice is solely with the discretion of the Government. Information
received will normally be considered solely for the purpose of
determining whether to conduct a competitive procurement. The
solicitation number is F4561399Q0444. Incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-13.
Standard Industry Code is 5063, small business size standard is 100
employees. This solicitation is for the Purchase of Alert Warning
System at Fairchild AFB to include materials listed and installation.
There will be four different sites of installation in and around
Fairchild AFB, zip code 99011. This is an unfunded requirement, award
depends upon receipt of 1999 end of year funds availability. This is a
brand name only requirement; manufacturer is Whelen Engineering. We
anticipate awarding sole source to S.E.S. USA Inc, the manufacturer's
authorized distributor for this area. Additionally, S.E.S. USA provided
the system design and engineering for the Alert Warning System at
Fairchild AFB. Interested parties may call Betty White at (509)247-3837
for further information. LIST OF MATERIALS: Two sets WPS-2800-A9,
125dBc High-Power Voice & Siren System; two sets WPS-2800-2, 114 dBc
High Power Voice & Siren System; one each C864H10; four each C864H10,
10-digit2-way control and status option monitor w/VHF radio (frequency
to be provided later); two each INTRUIII, Intrusion Alarm Type III (3)
cabinet; four each LBALARM, low-battery alarm; four each RDVM860,
digital voice module; two each STP666A, Diagnostic silent test for type
III cabinet; five each WPSNCMIC, Noise canceling microphone; two each
INTRUII, Intrusion Alarm Type II (2) cabinet; two each STP666,
Diagnostic Si-Test; eight each MSGPROG, Recording and programming of
voice messages one-time set up charge; one each E-2010, Central Station
Control Encoder/Decoder programming charge; one each e-2010P, Printer
and accessories for Catalog #INTRUIII; four each Solar system, S.E.S.
#2064, 4 64 watt panels and controller, mount structure; four each base
station repeater, S.E.S. #2011LL, and poles, S.E.S. #l90294, including
pole top mounts. INSTALLATION: Standard installation practice is
detailed in the WHELEN WPS-2800 series Operation and Installation
manual. There will be four sites of installation. Poles should be 45 to
55 feet with a 10-11 inch top. The finished height of each AWS should
be 40 feet to the base of the speaker array. Delivery schedule is 60
days ARO. Anticipated award date is 093099. The provision at FAR
52.212-3, Offorer Representations and Certifications (Oct 1999) applies
to this acquisition. A completed signed copy of this provision shall be
submitted with any quotation. The clause at FAR 52.212-4, Contract
Terms and Conditions (May 1999) applies to this acquisition. The clause
at 52.212-5, Contract Terms and Conditions Required to Implement
Statues or Executive Orders-Commercial Items (May 1999) applies to this
acquisition; under para (b), the following clauses are incorporated:

Support Systems Mechanic, $16.42 per hour, plus or minus 30% fringe
