synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED. Quotation number 99Q086 is issued
herein. The quotation document and incorporated provisions and clauses
are those in effect through Federal Acquisition Circular 97-13. This
action is a 100% small business set-aside. The SIC code is 3089, the
size standard is 500 employees. The U.S. Secret Service has a
requirement to purchase re-useable shipping containers with customized
foam inserts to fit Motorola Astro X Radio (hand-held) units,
batteries, lightweight head-set and cord (Otto Engineering or equiv.),
power supply and cord, DC adapter cable, and magnetic mount antenna
(approx. 15"). One hundred (100) containers are required for packaging
one (1) single radio unit in each container; anadditional fifty (50)
containers are required for packaging two (2) radio units in each
container. Total quantity of containers -- one hundred fifty (150).
Minimum salient features are as follows: Color- Gray; Handles -- only
on front, none on sides; Container -- double wall construction,
high-impact polyethylene case (Fed Spec L-390-C, Type I, Class M, Grade
H, or equal), stacking ribs, interlocking between upper and lower
section of container to keep lid and base from shifting, handgrip,
metal lid retainers, and air transportable/environmentally rugged with
resistance to shock, vibration, and humidity (ATAS 300 Category 1,
minimum 100 trips, Mil-Standard 810E, ASTM D951, and ASTM D999
procedure B, or equal). Insert -- form plastic insert capable of
protecting principal item weighing approx. 5 pounds. Due to the short
lead-time for this procurement, the items to be packaged will not be
available for viewing prior to award, but arrangements can be made
after award for a more precise measurement of the items to be
protected. THIS REQUIREMENT IS FOR THE CONTAINERS AS SPECIFIED HEREIN
-- RADIOS, HEADSETS, BATTERIES AND OTHER ACCESSORIES AS PROVIDED HEREIN
HAVE ALREADY BEEN PURCHASED. A single award will be made for the items
as stated herein. Delivery will be FOB Destination, all freight
included in the delivered price, to U.S. Secret Service -- IRMD, Radio
Communications Branch, 950 H Street Suite 2000, NW, Washington, DC
20001-4518. Delivery time -- 6 weeks ARO or sooner. The following FAR
provisions are applicable to this RFQ: FAR 52.212-1, Instructions to
Offerors -- Commercial, FAR 52.212-4, Contract Terms and Conditions --
Commercial Items, and FAR 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders -- Commercial Items.

requests for copies of the FAR provisions. Quoters must provided three
references for evaluationof past performance identifying a name,
position, and phone number, as well as the product delivered to that
point of contact. Past performance will be evaluated as acceptable,
unacceptable, or neutral. The Government intends to award a firm-fixed
price purchase order to the quoter whose quotation, conforming to the
terms of this solicitation, is lowest in price and is from a
responsible quoter with acceptable past performance. Quotations shall
be faxed or mailed to the U.S. Secret Service Procurement Division,

20001 by not later than September 23, 1999 at 3 p.m. Fax number is
